As I mentioned I will try and summarize some of the items our staff person noted from the site visit. I looked back in my notes and the site visit was actually June 22nd , not June 29th. Sorry for confusing the dates. Below is a summary of the questions our staff had from the visit. • Secondary Containment — for the large containers there are questions about whether the containment area is sufficient. Our permit requires containment for "... contents of the single largest tank within the containment structure plus sufficient freeboard to allow for the 25 -year, 24-hour storm event." The containment wall was also observed to be leaking from various crack that followed the seam of the concrete pad and block wall. A few locations where pipes were run through the wall were observed to not be adequately sealed around the opening. • Location of Outfall #001 is two pipes that are partially submerged in the stream. This sampling location may not be appropriate or representative. The sampling location may need to be a location further back in the drainage system. • Trench Drains —these drains on the site were observed to be partially filled with sediment and in some locations vegetation. If flow from these drains is supposed to go to the oil -water separator there are questions if this is happening appropriately. These areas need to be cleaned out to prevent the possibility of stormwater flow from carrying industrial product off site. • A storage tank and several drums were observed on site outside of containment. There were no clear markings on the containers to classify their capacity or content. These containers should be moved to an area with secondary containment and identified. After our discussion today I left a message with Shawna Riddle about your intent to be in the area next week. We will let you know if any staff from the Asheville Regional Office would be available to meet you at the Waynesville site to look at these issues. As we discussed, addressing these issues will be a component of our permitting process with this facility. Thanks for your help and feel free to contact me if you have any questions.
