No one was present on site. During the inspection, the following Items were noted: 1) Secondary Containment for the large containers was not sufficient. The containment wall was observed to be leaking accumulated stormwater during the inspection from various cracks that follow the seam of the concrete pad and block wall. A few locations where pipes were run through the wall were not observed to be adequately sealed around the opening. 2) The location of Outfall #001 is two pipes (one black corrugated plastic pipe, and a white 6" PVC pipe) which are partially submerged in an unnamed tributary of Richland Creek (Classification B;Tr). Due to the intermingling of stormwater with the creek, this sampling location would not be appropriate, or representative of the activity on site. The sampling location should be farther from the creek. 3) Trench drains on site were partially filled with sediment, and in some locations, vegetation. If the flow from these trench drains is supposed to flow to the Oil -Water Separator, these areas should be cleaned out to prevent the possibility of stormwater filling and carrying industrial product out of the trench drains and off site. 4) A storage tank and several drums were observed on site, outside the containment area. No clear markings were on the containers to classify their capacity or contents. These containers should be moved to a secondary containment area and identified. It is my recommendation that this facility NOT be given coverage under NCG080969 as proposed in the NOI until the above items are addressed.
