Skinner Parkway, Suite 290 Jacksonville, FL 32256 Subject: General Permit No. NCG080000 Southeast Bulk, LLC COC No. NCG080969 Haywood County Dear Mr. Edge: In accordance with your application for a discharge permit received on June 13, 2018, we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that the NCGO80000 General Permit will expire on October 31, 2018. Typically all permit COCl are renewed automatically once the General Permit itself is finalized, unless there are outstanding annual fees. There is no need to reapply for a renewal unless the Division directs you to do so. Be sure to check our program website for updates and public notice of proposed renewal actions in 2018. We appreciate the efforts of Southeast Bulk's staff to address issues raised from an earlier site visit. Shawna Riddle of our Asheville regional Office conducted a second site visit along with Skip Hutton of Southeast Bulk on July 11, 2018. Based on this site visit these issues have been adequately addressed for permit issuance. Secondary containment capacity has been determined and the facility will limit their use of onsite tanks to those that together are within the calculated containment capacity. Your outfall point is potentially submerged and DEMLR staff have advised a sampling location upstream in your pipe system so that results will not be impacted. Trench drains onsite have been accessed and cleaned to assure that drainage is not circumvented from the proper flow path. It appears that storage tanks outside of secondary containment have been removed. Please assure that your SPPP establishes the proper handling of tanks that may be onsite at any time to assure proper removal or containment. Please be aware that Richlands Creek [segment index number 5-16-(1)b] is an impaired water and your facility ultimately drains to this waterbody. This stream is impaired because of fecal coliform exceeding the criteria level. There are currently no Total Maximum Daily Loads (TMDLs) developed that affect this watershed. Information about TMDLs can be found on the Division of Water Resources' website: hllps:Hdeq.nc.gov/about/divisions/water-resources/planning/modeling= assessment/tmdls. In Part I, Section A, the General Permit explains that for discharges to watersheds affected by a TMDL, coverage under this permit may depend on the facility demonstrating that discharges have no reasonable potential to violate applicable water quality standards for specified pollutants. Please take notice that this certificate of coverage is not transferable except upon approval of the Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land Resources may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal, state or local government permit that may be required. NCGO80000 CERTIFICATE OF COVERAGE No. NCGO80969 STORMWATER DISCHARGES NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Southeast Bulk, LLC is hereby authorized to discharge stormwater from a facility located at Southeast Bulk, LLC 352 Georgia Avenue Waynesville, NC Haywood County to receiving waters designated as Farmer Branch, class B waters in the French Broad River Basin, in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III, and IV of General Permit No. NCG080000 as attached. This facility must meet the compliance schedule for "New Facilities" as outlined in Part III Section A. 1. of this permit. The Stormwater Pollution Prevention Plan and secondary containment provisions are, therefore, required as of the effective date of permit coverage. This certificate of coverage shall become effective July 17, 2018. This Certificate of Coverage shall remain in effect for the duration of the General Permit. Signed this day July 17, 2016.
