Proiect Setting The area proposed for development is located 4,198 feet off shore of the National Park Service land just north of Buxton. The property located to the east of this location is owned by the National Park Service and Dare County, with a small Island in the vicinity that is owned by a private individual. All the properties located to the south are residential lots in Buxton. Soil types near this site include, but are not limited to, Corolla fins Sand (CoB) and Carteret Sand (CeA). Also, the water Classification for this site is Tidal Salt Water (SC) and High Quality Water (HOW). The water depth at this location is approximately 3 feet below Normal Water Level. Development Proposal The applicant proposes to Install a 25 -foot -long, class B pylon, 1 foot in diameter with an 8 inch tip approximately 4,198 feet off shore just west of Highway 12 in an area known as the Haulover. The pole will be placed 10 feet into the ground in 3 feet of water, leaving approximately 12 feet of the pole above the normal water level. On the portion that is above NWL a wind station is to be installed that will consist of a small 3 foot by 3 -foot platform to place the electronics and a 10 -foot galvanized rod that will place an anemometer approximately 22 feet into the air. Anticipated Impacts The proposed development of a 25 -foot -long pylon that is 1 foot with a 3 foot by 3 -foot platform will result in the shading of 9 square feet of open water. What you will discover as you review the application is that we are seeking a permit to install a single pylon approximately % of a mile offshore from the location designated by the National Park Service as "Haulover." It is also commonly known as "Canadian Hole." Up and down the coast from Nags Head to Ocracoke — Sound side as well as Oceanside — there are various wind stations that have been erected to measure wind speeds, temperature, and barometric pressure throughout the day. Examples of wind stations located on the Sound are: off shore of Frisco Woods Campground in Frisco, off shore of Ocean Air Sports in Avon, off shore of Real Watersports in Waves - just to name a few. These sites have measuring equipment installed by a company called WeatherFlow that installs and maintains the equipment and then provides the availability of this data via subscription. Many use this data extensively as to predict, monitor, and ascertain past, current and future weather conditions for sports such as kiteboarding and windsurfing. I am guessing this data is also used by boaters as well as other interested parties in need of wind data. What I have found is there is a "hole" in the data collection between Frisco Woods Campground and Avon Sound wind stations. Canadian Hole is a popular location for kite boarders and windsurfers alike. Users of this location refer to data that is being collected either miles to the east at Frisco Woods or miles to the north on the north end of Avon. With this said, the goal with this permit is to be able to fill in this "hole" of missing wind data with the installation of a new wind station offshore from Canadian Hole. The Pamlico Sound has other locations used for this as well as mounted weather stations ranging from Frisco, Avon, Waves, and others. The area near Buxton is just as popular for these sport enthusiasts as the other locations and lacks having a weather station that offers current data collection of wind speed, direction, temperature, pressure etc. This data could benefit area users as well as be a collective of weather cycles and patterns. The proposed sight location is just west of Highway 12 of the pull out area called "Haulover." The location would be in the Pamlico Sound approximately 4,198 off shore. Construction would consist of a 25' long, Class B pylon, 1' round with an 8" tip. The pole would be placed 10' into ground in 3' of water, leaving approximately 12' of pole exposed out of water. Once installed, a wind station would be installed. This would consist of brackets holding the weather system and a 10', 1" schedule 40 galvanized rod that places the wind anemometer approximately 22' high. Having this structure installed could help users of this area to have a better understanding of current weather conditions for increased pleasure and safety, being able to understand specifically what the current weather conditions are through the use of factual data rather than mental guesses. This information would be available through potential websites such as IKiteSurf.com and/or similar sites.
