I've also copied Mr. Bennett and Ms. Georgoulias on this email. To summarize our conversation from earlier, it's my
understanding after discussions with the Permitting Office that the food slurry at Orbit Energy qualifies as "Liquid raw
materials, manufactured products, waste materials or by-products" under the permit, and is subject to secondary
containment requirements. As we discussed, the permitting office may have site-specific guidance about the secondary
containment volume requirements and the conditions in which the facility's existing dry detention basin may be
incorporated into the secondary containment system. I would recommend speaking to either Mr. Bennett or Ms.
Georgoulias prior to proceeding with your proposed containment wall and related site improvements to verify that
these items will be sufficient to comply with Orbit Energy's NPDES permit.
