PROJECT SUMMARY: The applicant is proposing to construct a 320' dock extension with a platform, 2 finger piers, and a boatlift. Gregory Moore Page 02 9. Narrative Description: The Gregory Moore project is located at 121 Camp Morehead Dr. in Morehead City, Carteret County. Camp Morehead Dr. is found by turning south off of Hwy. 24 and into Camp Morehead subdivision. The site lies on the northein side of Bogue Sound in this area. The subject property is .6 acres in its entirety and averages 16' in elevation above NHW. Currently on the high ground portion of the site is a single. family home and a .bulkhead. Extending off the bulkhead is an existing 246'X6' dock. Along the shoreline,of Bogue Sound is a 60' fringe of Coastal Marsh that contains Salt Meadow Grass (~artina.patens) and Smooth Cordgrass (Spartina altertliflora). The high ground portion of the. track is vegetated with Loblolly Pine (Pinus taeda), Wax Myrtle (Myrica cerifera) and Live Oak (Quercus virgiriiana). Aerial photographs indicate that SAV's do exist in the area: ~ The shoreline has a total length along the NHW line of 86.55ft. There are single-family homes with private docks on both sides of the .proposed project. The Division of Water Quality classifies this area as SA waters. This area is not a Primary Nursery Area. This portion of Bogue Sound is open to the taking of shellfish. Morehead City's Land Use Plan dated 1999 classifies this area as Residential and Conservation within the AEC's. There are no shellfish leases in this area. 10. Proiect Description: In order to access deeper water the applicant is proposing to construct a 6'X320' addition to the existing dock. Located at the end of the dock would be a 200ft2(10'X20') "L" platform with two finger piers that are 4'X16' and 4'X20' respectively. There would be a 12.6'X12.6' cradle boatlift placed between the finger pier and platform. The proposed dock would have a total of 2 slips. Bogue Sound is approximately 1 mile wide in this area and the dock would extend 500' into the water body. Water depths around the proposed dock average -1.5'NLW. The combined platform area of the dock would be 344ftZ on a 86.55' shoreline. Substrate composition is mostly sand. Riparian lines are drawn 90° from the channel and appear to coincide with aerial photography showing the channel configuration. 11. Anticipated Impacts: This proposed dock would result in 2,420ftz of open water incorporated while shading 2,264ft2 and providing docking for 2 boats. An increase in turbidity will occur while setting pilings. There should be no hazard to navigation resulting from this project, as there are other docks of equivalent length along the same shoreline. No coastal marsh would be filled or excavated during this project. There is potential to impact SAV's with docking ingress and egress due to shallow bottom. Ryan Davenport Morehead City December 15, 2006 PROJECT DESCRIPTION Gregory Moore 121 Camp Morehead Drive Morehead City, NC Carteret County The project will serve asingle-family residence located at 121 Camp Morehead Drive in The Village at Camp Morehead by the Sea subdivision. The project site is located in the Morehead City extraterritorial jurisdiction (ETJ): The proposed project consists of the extension of a partially constructed 6' wide pier. The proposed finished pier will measure 500' from the.edge of existing marsh. This length is necessary to obtain access to water depths of 1.5' at MLW. Dredging will not be required to attain this depth. Surveyed water depths measured 400' from the grass line at the site are .1' MLW. The water depths measured 500' from the existing grass line are 1.5' MLW. The waterward limit of submerged aquatic vegetation (SAV) at the site was surveyed to be located 462' from the marsh line or 38' landward of the waterward end of the proposed pier. The pier includes two tiered platforms measuring 10' x 20' and 4' x 16' located at the waterward end of the structure. A finger pier measuring 20' x 4' will be constructed parallel and landward of the proposed tiered platforms. One boatlift with mooring pilings measuring 12'6" x 12'6" is also proposed to be installed between the finger pier and platforms. In addition to the boatlift, the pier will accommodate an additional slip, for a total of two slips. All portions of the pier will be located more than 15' from the adjacent riparian neighbors. The pier has been designed to avoid docking boats within the area of SAVs. The slip closest to the SAVs will be the one with the lift. The 20' x 4' finger pier is 5' from the surveyed waterward limit of SAVs, resulting in the docking area being 9' from the SAVs. The project site is located along a cove shoreline. The outermost limit of the proposed pier will be consistent with the outer limits of existing piers used for similar purposes along this portion of the shoreline of Bogue Sound. The proposed pier will extend a shorter distance into Bogue Sound than the existing community pier that serves the subdivision. An aerial photo obtained from the Carteret County GIS website is attached to this description. A blue line indicates the proposed pier, drawn to scale. The photo illustrates that the length of the proposed pier will be consistent with the established pier line along this section of Bogue Sound.
