SUBJECT: Start of Study Notification — Project Nos. U-6024/R-3608 — US 401/NC 39
Improvements in Louisburg, Franklin County.
The North Carolina Department of Transportation (NCDOT) has begun studying roadway
improvements along US 401/NC 39 in Louisburg. The proposed improvements for each project
include:
• U-6024 — proposed conversion of US 401/NC 39 as an existing five-lane facility to a
four-lane divided facility, with bicycle/pedestrian accommodations, from Burke Boulevard
to Nash Street.
• R-3608 — proposed widening of US 401/NC 39 from Nash Street to Main Street.
These projects are being evaluated together and documented in a single environmental document.
Right of way acquisition is scheduled to being in Fiscal Year 2021 and construction is schedule to
being in Fiscal year 2023.
A vicinity map is attached for your reference. We would appreciate any information you
might have that would be helpful in evaluating potential environmental impacts of the project. If
applicable, please identify any permits or approvals which may be required by your agency. Your
comments will be used in the preparation of a State Environmental Assessment, which will be
prepared in accordance with the North Carolina State Environmental Policy Act (SEPA). It is
desirable that your agency respond by August 7, 2018 so that your comments can be used in the
preparation of this document. If you have any questions or comments concerning the project, please
