Director Division of Water Quality February 1, 2007 DWQ Project # 06-1798 Johnston County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Ronald Mikesh 3061 Berks Way Suite 202 Raleigh, NC 27614 Subject Property: Summerwind Plantation, Garner, NC Ut to Swift Creek [030402, 27-43-(8), C, NSW] WITHDRAWAL OF APPLICATION Dear Mr. Mikesh: On November 15, 2006, the Division of Water Quality (DWQ) received your application dated November 14, 2006 to permanently fill 0.058 acres of 404/wetland and 3,275 square feet (ft2) of Zone 1 Neuse River basin protected riparian buffers and 2,200 square feet (ft2) of Zone 2 Neuse River basin protected riparian buffers to construct the proposed subdivision and associated roads. On January 30, 2007, the DWQ received additional information from you, however, your response to our last Request For More Information letter dated December 27, 2006, did not address all of the questions raised in our the letter. Therefore, we cannot process this application and you will have to reapply with a complete application (and appropriate fee) that fully addresses the questions listed in our December 27, 20061etter, as well as the additional issues listed below: 1. Please show all wetland impacts including fill slopes on the site plan, being sure to include lot fill near the "detention pond". 2. Please place building envelopes as overlays on the site plan for all lots with buffers. 3. Please indicate the location of the protective buffers as overlays on the site plan and clearly label them as Zone 1 and Zone 2. 4. Please provide the location of the proposed level spreaders. Do they handle runoff from the entire development? If not, provide a stormwater plan for the entire site. 5. Please provide detail for the stormwater management practices such as level spreaders.
