Subject: Draft General Permit NCG240000 fo o.Post
Facilities
The Public Water Supply Section has reviewed the referenced draft General Permit for Compost
Facilities. We have no comment of the draft and concur with the provisions for dischargers to Water
Supply Waters. It is our understanding that this General Permit covers activities which are not expected
to have a major ongoing impact to water supply waters. At the time that DEMUR is reviewing submittals
for applicability under the General Permit, if there are special concerns presented by new or existing
compost facility dischargers near public water supply intakes, DEMUR and DWR should coordinate on
appropriate alterative permitting actions. In addition, if a certificate of coverage for General Permit
NCG240000 would be issued within the critical area of any Water Supply Watershed [i.e., WS Critical
Areas (CA)], DEMUR has agreed it will advise the Public Water Supply Section so the Section may alert
the public water system with sufficient time prior to permit issuance to provide comments to DEMUR if
the system believes that issuance of the General Permit could have significant major impact on the
drinking water intake.
