Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the City of Lenoir, Lenoir
Blends Processing Facility and Distribution Program on 6/26/2018. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in
Non-discharge Permit No. WQ0010059. The findings and comments noted during this inspection are
provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a
response to this inspection report is not required. Please ensure that the Operation & Maintenance Plan,
Utilization Agreement & product label/handout are updated as referenced in the inspection summary

Inspection Summary:
The inspection was conducted by Beverly Price and Tim Heim of the Asheville Regional Office. Elisa Triplett, Wastewater
Treatment Plant Superintendent, Donnie Hawkins and Jake Soots assisted with the inspection.
The lime stabilization/pasteurization process is not being used. Class A residuals have not been processed thus far in
2018. Residuals are being belt-pressed, stored under cover on the storage pad and disposed of in the Foothills Landfill in
Lenoir. The City does not intend to continue using the current Class A facilities. The City has plans to purchase a residuals
dryer. A grant has been secured for purchase of the dryer and they hope to have it installed and operational by mid 2019.
The Gunpowder Creek WWTP residuals and the Lenoir WTP residuals are hauled to the Lower Creek WWTP and mixed in
the sludge holding tank. Residuals from Blowing Rock WWTP are introduced at the headworks of the Lower Creek WWTP.
There have been no residuals distributions in 2018. The 2017 Annual Report will be reviewed and addressed as a separate
inspection.
Operation & Maintenance Plan (O&M Plan) – please ensure that all items in Condition III.2. (a-f) are included in the O&M
Plan. The O&M Plan should be updated to address the current mode of operation at Lower Creek ( i.e. the change from lime
stabilization/pasteurization to belt-press and landfilling). When the dryer is installed, the O&M Plan should be updated to
include that process.
Utilization Agreement – please ensure that all items in Condition III.10. (a-f) are included in the Agreement.
The label for residuals that are sold or given away in a bag or other container for land application should be updated to
include items in Condition III.12. (the most recent label does not appear to include items c-f).
At the time of the inspection, the storm water controls (Jersey barriers/rip-rap/check dams) appeared to be adequate. There
were no signs of runoff. However, this area should be monitored during rain events to ensure these measures are performing
as designed. Should any residuals migrate off the storage pad and discharge to the stream, additional measures will be
required. The uncovered portion of the concrete pad was clean.
