Lester, PE, Vice President Evans Engineering, Inc. 4609 Dundas Drive Greensboro, NC 27407 Re: Authorization Certification (Determination of No Practical Alternative) for Stream Buffer Disturbance — McKnight Mill Estates (TRC 4 2018-0917) Dear Mr. Lester: In accordance with the State of North Carolina's Rule 15A NCAC 02B .0267 — Jordan Water Supply Nutrient Strategy: Protection of Existing Riparian Buffers., any applicant that intends to disturb Zone 1 and Zone 2 of the stream buffer must show that there is "No Practical Alternative" than to impact the stream buffer. The applicant submitted a "No Practical Alternative Request" on July 2, 2018 stating that permanent stream buffer disturbances in Zone 1 and Zone 2 were necessary for the installation of street continuation throughout the proposed subdivision of more than 40 linear feet but less than 150 linear feet per impact. The City of Greensboro determined that the permanent impact of Hazelburn Drive 1002sf in Zone 2 of the Jordan Water supply Watershed stream buffer was necessary to install a permanent street continuation for the proposed subdivision. An additional street, Ram Road, will also have impacts on two separate streams. The westernmost crossing of Ram Road will impact Zone 1 with 1590sf and Zone 2 with 2383sf. The eastern most crossing of Ram Road will impact Zone 1 with 1688sf and Zone 2 with 2414sf. Finally, the applicant should secure any other required federal, state, and local certifications before the project proceeds. This approval is valid only for the purpose and design that was described in the application. If any modifications are made to the project a written notification describing the changes, must be submitted to the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering Section). If the property is sold, the new owner must be given a copy of the certification and approval letter and is thereby responsible for complying with all conditions. This letter completes the review of The City of Greensboro, Water Resources Department, Engineering Division (Stormwater Engineering Section) under the Determination of No Practical Alternative.
