Corey Basinger, Regional Supervisor NCDEQ, Water Quality Regional Operation Section 610 East Center Ave. -Suite 301 Mooresville, NC 28115 REF: Response to Compliance Inspection Report Cleveland WWTP NPDES WW Permit No. NCO049867 Rowan County Dear Mr. Basinger: Please find below the status of noted deficiencies of the W WTP site inspection on 5/29/2018. 1. Dumpster where influent screenings placed, lid did not close creating a vector attraction. The lid for the dumpster had been set with it partially trapped under the dumpster. The setup area has been adjusted with the provider involved. This will prevent reoccurrence. 2. 30 -minute settleability test indicates high solids under aeration. Due to the excess rain during March, April and early May, we were unable to move the digester sludge effecting decanting. The digester was emptied on June 12 and 13. This will allow proper wasting. 3. To improve accuracy of settleability measurement, two (2) 1000 mL settle meters were ordered on 5/30/2018 and received on June 3, 2018. 4. Sludge balls noted popping up in secondary clarifier with solids going over weir. The digester was emptied on June 12 and 13. This will allow proper wasting. 5. Aerobic digester was full of sludge. Due to the excess rain during March, April and early May, we were unable to remove digester sludge. The digester was emptied on June 12 and 13. 6. One of two drying beds were being used to stockpile dry sludge. Due to the excess rain during March, April and early May, we were unable to move the sludge due to wetness. The dry bed sludge will be removed by June 30, 2018 to the Town's land application property. Note: (1) Laboratory (p.4) as of January 1, 2018, Research and Analytical performs Cleveland analysis certification #34. (2) See attachments related to digester and dry beds. The Town of Cleveland appreciates the inspection by Roberto Scheller and will always welcome inspections which ensure quality and accurate WWTP operations.
