The information in this report includes a summary of nitrogen reductions achieved through the initial work of the Lower Neuse Basin Association and the continued efforts of the NRCA, a graph illustrating those nitrogen reductions, a summary of the nitrogen transactions during the period of January 01,2013 to December 31,2017, a list of new members since 2003, and a contact list of all members. We are very proud of the continued accomplishments of the Association and the efforts made by our members to control nitrogen loading to the Neuse River Estuary. The water treatment facility did not begin operation until the fall of 2017. Enforcement Summary The Association has internal enforcement policies that require the individual members operate within their nitrogen allocations. The members have invested over $429 million in facility improvements and upgrades to achieve this goal. Annual leases are periodically used by members having operational issues in a given year. The members of the NRCA support the mission of reducing nitrogen delivery to the Neuse River Estuary and have done so since the issuance of the first NPDES permit in 2003.
