On June 21, 2018, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of Aqua's
wastewater collection system to evaluate compliance with North Carolina Administrative Code Section 15A
NCAC 02T .0403 (Permitting by Regulation). The cooperation and assistance of the following individuals
during the inspection were greatly appreciated: Peter Rhodes, Regional Field Supervisor; Bobby Ball, current
Operator in Responsible Charge (ORC); Chris McDonald, future ORC; Brandon Chance; Thomas Vial; and
Amanda Owens, Environmental Compliance Manager.
The wastewater collection system consists of one duplex pump station, one high priority sewer line and 10
manholes. The approximate feet of gravity sewer and force main have not been documented. The items below
show what conditions were noted during the inspection:
1. Reported Sanitary Sewer Overflows. During the period July 1, 2016, through June 20, 2018, there
were no documented SSOs from the Neuse River Village Collection System.
2. Grease Control Program. Aqua has developed and implements an educational fats, oils and grease
program that includes at least bi-annual distribution of educational material targeted at residential users.
3. Pump Stations Inspected. The inspector's observations noted in the next 5 items refer to the Neuse
River Village Lift Station that was inspected. Overall, the pump station was well maintained. The wet
well was free of excessive debris and grease, and the inspector did not observe any signs of recent
overflow. The pump station is not equipped with a permanent generator. The Neuse River Village Lift
Station is equipped with a quick hookup for a portable generator. The collection system operators
inspect the pump station at least weekly.
4. Pump Station Signage. The pump station has signage clearly and conspicuously posted that identifies
the pump station,provides an emergency 24-hour contact telephone number(s), and provides
instructions for notification if the visual alarm illuminates and/or the audible alarm sounds, or if an
emergency is apparent.
5. Pump Station Restricted Access. The pump station sites, equipment and components were observed to
have restricted access.

6. Pump Stations Automatic Polling Feature. The pump station is equipped with a telemetry system that
allow the collection system operators routine contact with the pump station from a central location to
check the operational status of the system.
7. Pump Station High Water Alarms. The pump station is equipped with an audible and visual high-
water alarm. During the inspection, these alarms functioned properly.
8. Pump Station Inspection Program. Aqua has developed and implements a routine inspection of the
pump station that includes the following maintenance activities: cleaning and removing debris from the
pump station area and wet well; inspecting all valves; inspecting pumps and other mechanical
equipment; and verifying the proper operation of the alarms, telemetry system and auxiliary equipment.
The inspector reviewed the inspection logs of the pump station and observed adequate entries of the date
and time of the operator's inspection, observations made, and any maintenance, repairs, or corrective
actions taken.
9. Cleaning Sewer Lines. Aqua has developed and implements a program for cleaning the sewer lines.
The ORC informed the inspector 1,425 feet of sewer line was cleaned during April and October 2017
and June 2018.
10. Overflow Response Plan. Aqua has developed and maintains an Overflow Response Plan that includes
24-hour contact numbers, response time, equipment list and spare parts inventory, access to cleaning
equipment, access to construction crews, sources of emergency funds, site sanitation and cleanup
materials, and post-SSO assessment.
11. SSO Records. Aqua has maintained adequate records pertaining to SSOs and sewer complaints for the
three-year period ending May 31, 2018. Although there has not been an SSO from the subject collection
system in the last two years, Aqua's records documented overflows in 2014 and 2015.
12. Sewer Collection System Map. Aqua has developed and maintains an up-to-date comprehensive map
of its sewer collection system. The paper-based and electronic maps include pipe size,pipe material,
pipe location, flow direction, number of active service taps, and pump station location.
13. Inspection of High Priority Sewer. As required by 15A NCAC 02T .0403(a)(5), an inspection of all
high priority sewer lines shall be performed at least once every six-months. The high priority sewer
line, which crosses a streambed, is located at the corner of the access road off Misty River Drive and the
road to the wastewater treatment plant. The exposed 8-inch sewer line appears to be constructed of
ductile iron with flanged joints. The pipeline appeared to be sufficiently supported and free of evidence
of leakage and visible damage. This office was not aware of this high priority sewer line during past
inspections of the Neuse River Village Collection System. Please ensure the sewer line is inspected at
least once every six-months. Photographs of the pipeline is included as Attachment A.
14. Right-of-ways and Easeirents. As required by 15A NCAC 02T .0403(a)(9), right-of-ways and
easements are maintained in the full easement width for personnel and equipment accessibility
surrounding the sewer collection system.
