Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application. The site is mostly forested and undeveloped with crop production fields located in the southern quarter of the tract. General land-use in the vicinity of the site consists agricultural, undeveloped forested land and rural residential tracts. 3b. Explain the purpose of the proposed project: The purpose of the proposed project is to construct a residential subdivision and associated utilities to meet the demand for housing in this part of Franklin County. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project is a single-family residential subdivision that consists of 176-detached residential lots. Residential streets will connect to existing adjacent roads in the area. The proposed impacts from road construction, lot fill, and raised boardwalk / greenway trail and aerial sewer line crossing will result in impacts from wetland fill and temporary and permanent riparian buffer impacts. Utilities for the proposed project will connect to existing utility lines adjacent to the proposed project boundaries. Heavy equipment typically used for utility installation projects (e.g. back hoes, bull-dozers, etc) will be utilized. 4. Jurisdictional Determinations 4a. Stream crossings were avoided completely by using a bridge for the greenway trail and an aerial sewer crossing. Roads were shifted slightly to avoid additional wetland impacts. Low retaining walls are proposed to avoid wetland lot fill. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts.
