Railroad Involvement: NA --- Long Ranqe Plan History: I-95 is a strategic transportation corridor, part of the STRAHNET system, and primary east coast shipping and travel route. The interstate connects regional employment centers and is a popular tourism route. Maintaining the highest level of service along I-95 is critical to interstate commerce. Aging highway infrastructure is a threat to safety and reliability.4 I-95 is classified as a freeway in need of improvement in the Fayetteville Urban Area, Harnett County, and Johnston County Comprehensive Transportation Plans (CTPs).5 67 The Harnett and Johnston 3 NCDOT. 2018. Widening I-95 is recommended in several plans. The Harnett County CTP recommends widening to six lanes, and the Johnston County CTP recommends widening to eight lanes within the study area. Main Street/Dunn Street intersection is misaligned and creates a hazard. Freight trucks frequently used this intersection. The Town has purchased a property at this intersection as a first step in correcting the misalignment. • Improvements to E. Main Street (NC 50) should be part of this project to provide a safer and more functional facility. • An alternate truck route should be explored to minimize or eliminate freight truck passage thorough the town's center on E. Main Street (NC_50). Consider constructing an overpass at SR 1101 (S. Market St.) and SR 1204 (Cub Rd.). rev. 7/21/10 • Requests exit 79 be illuminated for safety and to be more inviting. Cumberland County/Fayetteville Area Metropolitan Planning Organization, Joel Strickland, Executive Director • FAMPO has submitted a project into the NCDOT Prioritization Process for a Freeway U-turn at I-95 northbound Exit 58. Currently cars exiting I-95 northbound at Exit 58 lack free movement to head west onto I-295, and drivers frequently complain about trying to make the U-turn under the current configuration. • A hotel, restaurant, and gas station are planned at Exit 58 between the exit ramp and Pembroke Lane. NCDOT Division 4, Brandon Herring, Deputy Division Construction Engineer • I-95 in this area has a tremendous difference in day and night volumes as well as winter and summer volumes. As a standard practice, Division 4 does not perform daytime work on I-95 during the period between Memorial Day and Labor Day due to traffic volumes. • In the Johnston County area, a number of local vehicles use I-95 for short distances (e.g. travel to I-40 or to US 70 in Smithfield). • The majority of the through traffic is from out of state, with a high percentage of trucks. With Division 4 construction work occurring at night, distracted/impaired drivers frequently travel through work zones on long trips. With the difficulty in managing the heavy volume of traffic and with the dangers of folks traveling long distances before they get to North Carolina work zones, maintenance and replacement requirements should be minimized; therefore, concrete pavement should be considered due to the maintenance benefits and reduction in exposure to traffic. • Some existing interchanges are substandard, and some ramps may need to be lengthened early in the project. • Business owners in the Benson area are concerned about the impacts from this project and would like for a meeting to be held in the Benson area. Several meetings may be needed to best get to all citizens. • The yearly Mule Days Festival is unique to Benson and generates quite a bit of traffic on I-95 and I-40. The Festival occurs the 4th weekend in September and will need to be included in the Holiday Restrictions (Thursday to Sunday). NCDOT Division of Bicycle and Pedestrian rev. 7/21/10 • No comments. rev. 7/21/10 Draft Purpose and Need: Draft Project Need: The portion of I-95 included in the I-5986 project is an important part of the local, regional, state, and national transportation system. • At a local level, I-95 functions as a major arterial that provides access to work and school, parks and other recreational facilities, shopping venues, medical facilities, and other destinations. • Regionally, I-95 serves as an important route for commuters by connecting highways that carry traffic into the Raleigh-Durham and Fayetteville metropolitan areas. • I-95 serves as a transportation facility with statewide significance and has been designated as a Strategic Highway Corridor (SHC) by NCDOT. Additionally, it is a vital hurricane evacuation route and intersects with two hurricane evacuation routes (US 421, I-40) within the I-5986 study area. • Nationally, the I-95 corridor is designated as part of the National Highway Systems (NHS) Strategic Highway Network (STRAHNET). STRAHNET sets to establish a system of public highways providing access, continuity, and emergency transportation of personnel and equipment in times of peace and war. The I-95 corridor links Fort Bragg, located just off the corridor in the Fayetteville area, and the many other military facilities located along the nation's east coast. The portion of I-95 between Exits 56 and 81 has the highest average annual daily traffic (AADT) along the facility with 2016 volumes reaching almost 60,000 vehicles a day in southern Johnston County. The 1-95 Planning and Finance Study Environmental Assessment (2012) forecast the 2040 Level of Service (LOS) along the I-5986 portion at I-95 at LOS F without widening to eight lanes. Since construction of I-95 began in the 1950s, American Association of State Highway and Transportation Officials (AASHTO) interstate roadway design standards have changed. The 1-95 Planning and Finance Study - Study Area Needs Assessment (2010) reviewed the I-95 corridor in the I-5986 study area and identified places where decision sight distances, ramp designs, vertical bridge clearances, and overall bridge conditions do not meet current standards. Draft Project Purpose: The I-5986 project ensures that I-95 would remain a vital part of the transportation system. The proposed project will widen I-95 to eight lanes, increasing capacity and achieving a LOS D or better along the corridor.
