This email is part of the electronic scoping meeting for NCDOT STIP I-5986. In an effort
to provide an efficient scoping process, we are conducting simultaneous internal and
external scoping processes via email. Attached you will find maps and the Project Data
Sheet to help with your project review. Please return your comments to me via email by
July 6, 2018.
Key project information is as follows:

• NCDOT STIP I-5986 proposes to widen I-95 to eight lanes between I-95
Business/US 301 (Exit 56) in Cumberland County to I-40 (Exit 81) in Johnston
County, a distance of about 25 miles.
• STIP I-5986 partially overlaps with several other STIP projects: I-5877, I-5878,
and I-5883. These projects propose to improve the six I-95 interchanges (Exits
70, 71, 72, 73, 75, and 77) in Harnett County. The interchange projects include
replacing bridges over I-95 and realigning service roads to make room for the
widening of I-95 (STIP I-5986). All three projects have signed Categorical
Exclusion documents (CEs), and right-of-way (ROW) acquisition is underway.
• Where necessary to make room for a wider I-95 in the study area, STIP I-5986
includes the replacement of overpasses, realignment of service roads, and
improvements to interchanges in Cumberland and Johnston counties. In Harnett
County, the interchange improvements are covered under STIPs I-5877, I-5878,
and I-5883; however, some service roads between the interchanges will need to
be realigned as part of STIP I-5986. The Environmental Features Map will help
you locate these areas.
• All four STIPs (I-5986, I-5877, I-5878, and I-5883) will be Let together in July
2020.
