ESI is submitting the enclosed request on behalf of the owner/applicant. Stonewater Phase V has
already received both Section 404 and 401 approvals from USACE and NCDWR, respectively.
Now, however, the Town of Wake Forest is requiring connections from the development to their
existing greenway. This will incur additional buffer impacts that are documented in this
submittal.

Surrounding land use is primarily residential. The greenway will connect to an existing segment located along
Sanford Creek.

Neuse buffer in a couple locations. This has occurred since the most recent DWR WQC for Phase V was
issued back in April 2018

The greenway trail will cross existing buffers in several locations. Typical construction equipment will be used
for the construction of the greenway trail.

The permittee has been instructed by the Town of Wake Forest to make a connection to their existing
boardwalk. The design is such that is has attempted to avoid and minimize buffer disturbance. The crossing
of the pond's dam takes advantage of its already disturbed nature. The crossing of the buffer inside the
wetland area will utilize a pile -supported wooden boardwalk

techniques. The wooden pile -supported boardwalk will result in minimal impact to the buffer. Tree protection
fencing will be utilized to identify areas that must be avoided and left undisturbed.

This on-site determination shall expire five (5) years from the date of this letter. Landowners or affected parties that
dispute a determination made by the DWR or Delegated Local Authority may request a determination by the
Director. An appeal request must be made within sixty (60) days of date of this letter or from the date the affected
party (including downstream and/or adjacent owners) is notified of this letter. A request for a determination by the

Center, Raleigh, NC 27699.
This determination is final and binding unless, as detailed above, you ask for a hearing or appeal within sixty (60)
