Emergency Operating Procedure for Lift Stations
Power Failure
In the event of a power failure, the generator(back-up power) should
automatically switch on. If it doesn't, perform the following steps: .
1. Check the generator control panel to see if any trouble lights are on.
2. Feel the generator block to see if it is warm. The block heater may not be
working and the generator will have to be warmed with the glow plug.
3. Check the generator oil, water, &fuel.
4. After checking all previous items, try starting the generator manually. If it just
clicks, the batteries are dead and will have to be replaced.
5. If any problems can't be found and the generator still will not start, immediately
call Covington Diesel (list of phone numbers are attached) to dispatch a repair
technician.
6. If the generator starts but won't transfer, you can manually throw the transfer
switch.
Note: before proceeding, obtain the electrical gloves from the WWTP. Go
to the Transfer switch panel and open it up. A removable handle should be
located in the door. Insert the handle into the switch and rotate it to the
emergency mode. The generator will now be online. Once power
,--, is restored, the generator will have to be manually switched back to the
standby position. Notify Covington Diesel to check the transfer switch.
Note: if unsure of how to switch manually, call
WWTP Supervisor immediately and/or Electric crew on call.
Pump Failure (One pump)
If one of the pumps fails, immediately notify WWTP Superintendent and tag the
pump out of service
(disconnect power, shut discharge valve, etc). The following steps are typical to
perform:
1. Call motor repair company for immediate pickup or let them know the Town will be
bringing pump in for repair.
2. Once crew is assembled, lift the pump from the wet well using the Town's line
Truck.
3. Once the pump is out, disassemble wire harness from top of pump (verify power
for pump is off, locked and tagged out of service).
4. The pump is ready for pickup or delivery to repair shop. Notify repair shop that
the job is a rush or emergency.
5. Install backup pump into service, if a backup is present. Connect wire harness to
pump (reconnect power and check pump rotation before setting back into wet
well) and set back into well with Line Truck.
6. Watch visually to ensure proper operation.
7. Once broken pump is repaired store at WWTP as a spare or put back into service
if no back-up pump was used.
Pump Failure (Both pumps)
If both pumps fail, the following steps are taken:
1. If pump failures are due to a burned up pumps that will need to be repaired and
there is no way to temporarily run either pump proceed to step number 2: If at all
possible call someone in, such as Aqua Trol, HD Supply (Clearwater), Carolina
Lift Stations, etc and get them here as quickly as possible to try and get pumps
working temporarily.
2. Follow the above steps for One Pump failure and get the spare pump into service
immediately, if available.
3. Next, remove the other pump following the One Pump failure steps and send both
off for repair. Be sure to stress the importance of getting the pumps back
immediately.
4. If no back-up pump is present or one pump will not be sufficient to keep up with
flow. Call Godwin pumps in Charlotte to get a bypass pump installed and
connected back into force main.
5. Once pumps are repaired install pump(s) and store the other one (if there was a
spare) at the VVWTP as a spare.
High Wet Well Alarm
If we receive a call from our call monitoring system for a high wet well at any pump station
the following steps need to be taken:
1. Acknowledge the alarm and proceed to VVVVTP ASAP. Contact Supervisor,
letting them know of the issues and that you are going in to work.
2. Contact another person if you think the job will require more than one person or if
you feel that your safety is in jeopardy performing the job by yourself.
3. Punch in and immediately grab the keys to the small pumper truck and proceed to
the lift station in alarm.
4. Once there safely diagnose the conditions to determine what is causing the high
level conditions. If it is determined to not be a mechanical issue, only high flow,
then proceed to pump down the wet well with the pumper truck.
5. Once pumper truck is full take and dump contents in the nearest gravity flow
manhole, provided it is in a safe location to do so.
6. Continue pumping until pumps can catch up to the flow conditions.
7. If a high wet well condition is due to equipment or pump malfunction that is beyond
something we can correct, call a specialist, such as Aqua Trol, HD Supply
(Clearwater), Carolina Lift Stations, etc and get them here as quickly as possible.
Continue to pump down wet well of lift station until help arrives and has lift station
r--. back in service.
Spill Response Plan
In the event of an SSO the proper actions should be taken.
If the SSO is more than 1,000 gallons or reaches surface waters the Mooresville
Regional Office should be contacted immediately and an SSO reporting form
should be submitted to the office within 5 days of the SSO. Per G.S. 143-
215.1 C(b), the responsible party of a discharge of 1,000 gallons or more of
untreated wastewater to surface waters shall issue a press release within
48-hours of first knowledge to all print and electronic news media providing
general coverage in the county where the discharge occurred. When
15,000 gallons or more of untreated wastewater enters surface waters, a
public notice shall be published within 10 days and proof of publication
shall be provided to the Division within 30 days.

Main lines: This section provides guidelines for performing emergency procedures to
correct failures within the gravity sewer main lines.The procedures are divided into
three categories: Containment,Problem Identification and Corrective Measures.
Only qualified personnel should be authorized to commence repairs on gravity sewer
lines. Due to depth of sewer lines,potential for collapse of excavation trench,potential
for hazardous fumes,potential for flooding and detrimental health qualities of the
wastewater,proper precautions should be adhered to and all confined entry procedures
followed.Notification to all utilities that may be in the vicinity should be enacted
immediately for location of their respective utilities.
A) Containment: The condition by which the wastewater flows is controlled,
either on the grounds surface(diked)or by means of by-pass pumping to a
downstream manhole or to containment vessels.
Upon arrival to the repair site, initiate containment of the existing wastewater flows.
Flows that have surcharged onto the grounds surface should be diked with clay-like soils
to prevent seepage and chlorine administered to the containment area.If flows are
excessive, it may be necessary to by-pass pump from the upstream manhole around the
damaged site to the next available manhole downstream. For sewer main line stoppages,
high-pressure rodding of the sewer main line in conjunction with the containment
process should commence immediately. Insert the rodder from the downstream manhole
and clean until the stoppage has broken free. Usually,the initial breakage of the stoppage
will stop any surcharging onto the ground and remediation can commence. If the
surcharge is a result of sewer main line failure,excavation will have to be implemented
and utility locates are required. When excavating for repairs,make certain to follow safe
excavating procedures (trench boxes and/or sloping of trench walls)with all required
equipment on site(ladders, barricades, lighting,etc.).
B) Problem Identification: The process by which the failure to the main line is
specifically located, including deficient components.
If flows are surcharging from a manhole,this usually indicates a blockage in the main
line.Removing the manhole cover from the downstream manhole, visually observe the
sewer flows to determine if the amount of the flow is justified or appears to be restricted.
If a customer reports a sewer backup or stoppage,this is also an indication of a sewer
stoppage in either the main line or the service line to the customer.Remove the service
line clean out cover and observe the water level in the service line. If the water level has
surcharged into the cleanout,then there is an indication of a blockage in the service line
downstream of the cleanout. If no water is observed,then the problem is a blockage on
the customer's side of the clean out. Sewer overflows that occur from the ground or
severe surface depressions in the ground over a sewer line indicates a pipeline failure and
will require televising and most probably, excavation.
C) Corrective Measures: The process that corrects deficient conditions within the
gravity sewer lines. Some deficient conditions that may arise require the
services to be outsourced due to the depth of the deficiency.
Main line stoppages are corrected by high pressure cleaning of the affected line segment
from the downstream manhole. Service line stoppages are corrected by high pressure
cleaning the service line from the cleanout. Make sure to follow standard operating
procedures for high pressure cleaning to avoid surcharging into the customer's
establishment.
For areas over the main or service lines that appear to have suffered structural damage,
excavate the trench to the invert of the main line and control the water in the trench with
pumps as required.Measure the length of damaged pipe to be removed and cut a
corresponding piece of replacement pipe. Install a"fernco" coupling on each end of the
replacement pipe, sliding them entirely onto the pipe.Do not tighten the clamps at this
time. Cut the damaged section of the mainline at both ends and remove from the main
line.Ensure that the bedding for the replacement pipe is sufficient and to grade prior to
installation of the new pipe.Install the pipe into the area vacated by the damaged section,
slide the "fernco" clamps over the pipes at both ends making sure that the coupling is
properly centered on the new connection. Tighten the clamps to the manufacturers
recommended torques. Place bedding material around the exposed pipe to the crown of
the pipe, making sure to tamp the bedding material around the haunches of the pipe,
eliminating any voids.Place suitable backfill into the trench in lifts appropriate for
compaction and continue to surface grade. Seeding or soil stabilizing compounds may be
introduced to the surface to prevent soil erosion and to make the repair site more
aesthetically acceptable to the public.

Sewer/Collections CIP 2018-2025
CIP Line Item: SEW-1301
Manhole Rehab: Along much of our collections system we have numerous old brick manholes that are a
large issue with our Inflow and Infiltration issues. There's a company that will prep, inject,and seal
these manholes giving them a much longer lifespan and definitely reduce I&I.
Est. Cost$1,500 per manhole. Could be around one hundred brick layered manholes that need
restored.
Time Frame: Continuous-with around $10,000/per year for around 6 manholes per year rehabilitated.
Funding Source: Water/Sewer Fund 100%, Loans
CIP Line Item SEW-1401
Slip Lining: We estimate over half of our sewer lines and maybe up to 70%are terracotta. These old
style lines are no longer used in new sewer systems and to keep the system in good working order these
lines need to be slip lined. The joints in the lines are prone to leaking and possibly contamination.
These lines are also prone to destruction by roots. Slip lining will prevent the town from having to
replace these lines and will cut down tremendously on inflow and infiltration.
Est. Cost: $20,000 per year. An actual number of footage is unknown,so it will have to be an ongoing
project. We have around 46 miles of sewer lines.
