On May 18, 2018, the Division of Water Resources (Division) received your application dated
April 27, 2018, requesting modification of an Individual Water Quality Certification from the
Division for the subject project. The Division has determined that your application is incomplete
and cannot be processed. The application is on -hold until all of the following information is
received:
1. How will the concrete headwall and base associated with the water intake structure be
installed to avoid excavation in flowing water? Will any temporary impacts be required
to isolate the work zone during excavation? Will the concrete be pre -cast or poured in-
place? If poured in-place, what measures will be used to prevent direct contact
between uncured or curing concrete and waters of the state?
2. In order to evaluate the potential impacts of the proposed water withdrawal, please
provide the following information:
a. What is the maximum instantaneous water withdrawal rate? (i.e., what is the
maximum rate of the pump(s)?)
b. How many hours per day will the pump(s) be in operation to obtain 0.5 million
gallons per day?
c. What is the capacity of the wet well?
3. Please provide the following additional information regarding the Stormwater
Management Plan (SMP) revisions:
a. Details for the stormwater dry pond A. Plan sheet #4 shows details for a
sediment basin.
b. Design calculations (sizing, detention time, etc...) for the dry pond and three
underground ADS retention pipe systems.
c. Identify the outfall location of pond A on the plans.

d. Details for the 60 -inch bypass outfall including outlet protection/erosion control.
4. Response 2 in the 401 Certification Modification Request, dated April 27, 2018, indicates
there are changes to the SMP in the Stablehouse Inn and western portion of The Village
areas, in addition to the Covered Arena area. The Division has not received any plans
reflecting changes to the SMP in the Stablehouse Inn or The Village areas. Please clarify
whether changes to the SMP are still proposed in these areas. If so, please provide plans
depicting the proposed changes.
Pursuant to Title 15A NCAC 02H .0502€, the applicant shall furnish all of the above requested
information for the property consideration of the application. If all of the requested
information is not received in writing within 30 calendar days of receipt of this letter, the
Division will be unable to approve the application and it will be returned. The return of this
project will necessitate reapplication to the Division for approval, including a complete
application package and the appropriate fee.
Please respond in writing within 30 calendar days of receipt of this letter by sending one copy
of all of the above requested information to the 401 & Buffer Permitting Branch, 1617 Mail
Service Center, Raleigh, NC 27699-1617.
Please be aware that you have no authorization under the Section 401 of the Clean Water Act
for this activity and any work done within waters of the state may be a violation of North
Carolina General Statutes and Administrative Code.
