Klimek, P.E., Director Division of Water Quality On February 23, 2007, Mr. Shannon Langley and Ms. Stephanie Brixey of the Raleigh Regional Office conducted a compliance evaluation inspection of the Town of Pittsboro's WWTP with the assistance of Mr. John Poteat, ORC of the facility, and Mr. Bill Davis, operator at the facility. Their help was appreciated as it facilitated the inspection process. The following observations were made: 1. The Town of Pittsboro's WWTP is permitted to discharge at a rate of 0.75 MGD and consists of a mechanical bar screen, 2 circular aeration basins that encompass 2 circular secondary clarifiers, high - rate sand filters, UV disinfection system, effluent flow meter, cascade post aeration, drum sludge thickener, and 2 aerobic digesters. 2. The Division's records show that Mr. John Poteat, grade 4 license, is listed as the ORC and Mr. Perry Dunn is listed as the backup ORC. Mr. Dunn no longer works at the WWTP therefore an ORC Designation form needs to be submitted to the Division with updates. The form can be found on the DWQ website at: http://h2o.enr.state.nc.us/tacu/forms.html. 3. Mac Septic hauls sludge from the WWTP to be disposed of by Synagro. The facility had one side empty for sludge storage at the time of the inspection. 4. A comparison of the September to November 2006 DMRs indicated no discrepancies. 5. The facility has not submitted its annual compliance report for 2006 to the users or DWQ. It was discussed that the Town can combine the water and wastewater report into one document. 6. It was noted that the skimmer on Clarifier #2 was not working properly. 7. The DO level of the aeration basin was 5.0 ppm at the time of the inspection. The operator stated that they are trying to bring the DO down slowly over a period of time. The operator stated that the intensity of the UV system was running at 100% but the meters on the system do not function properly. There is no backup disinfection system on-site. 9. The influent pump station has audible and visual alarms available but they were not operational at the time of the inspection. Please describe how the alarms are set up to work. 10. The generator on-site is not automatically activated but must be turned on manually. The generator is tested weekly but not under load. It is recommended that the generator be tested under load. 11. The facility analyzes the field parameters and Environment One performs all other parameters. 12. The outfall was observed during the inspection and there was no visual impact to the stream noted. The overall conditions of the Town of Pittsboro's WWTP are compliant with Division standards.
