The Pretreatment Unit of the Division of Water Quality has reviewed the Industrial User Pretreatment
Permit (IUP) renewal submitted by the Town of Pittsboro for the following Significant Industrial Users
(SIU). This submission was received by the Division on June 27, 2002. I apologize for the delay in this
response and any inconvenience caused.

The review indicates that some corrections are needed to this IUP to make it adequate and meet the
minimum requirements of 15A NCAC 2H.0907 and 40 CFR 403. Please modify the IUP to address the
following concerns and submit the modified IUP to the Division by August 2, 2004.
1. Federal regulations require the POTW to sample the SIU for each limited parameter at least
once per six months. This renewal gave all the sampling responsibilities to the SIU. Self-
monitoring can also be required, but cannot take the place of POTW monitoring.
2. The diagram of the monitoring location was not included.
3. The TTO certification statement was deleted from the Special Conditions. This is allowable
as long as the POTW samples for TTO at least once per year.
