Dear -Mr. Dunn:
The PERCS Unit of the Division of Water Quality has reviewed the Industrial User Pretreatment Permit
(IUP) modification submitted by the Town of Pittsboro for the following Significant Industrial Users
(SIU). This submission was received by the Division on September 17, 2004.

0001 Hydrotube South, Inc
The review indicates that the IUP is adequate and meet the minimum requirements of 15A NCAC 2H
.0905 and .0916 and 40 CFR. There were no changes to the Allocation Table.
During the review the following observations were made. Please address these the next time the IUP is,
modified or renewed.
1. The Control Authority should be listed as Town of Pittsboro.
2. A new Modification History was not included. An update history is attached
3. The expiration date for the limits should be 7/31/07.
4. Trichloroethylene is part of the TTO and can be deleted as a separate parameter.
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively
control and document the discharge of wastewater from Significant/Categorical Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
Please note that the Division has recently reorganized. We are now part of the Pretreatment, Emergency
Response and Collection Systems (PERCS) Unit under the Point Source Branch. The Unit is located on
the 13th floor of the Archdale building in downtown Raleigh. Our new fax number is 919-733-0059.
