Subject: Pretreatment Unit Review of Headworks Analysis (HWA)
Town of Pittsboro (NPDES # NC0020354)

Dear Mr. Montgomery:
The Pretreatment Unit of the Division of Water Quality has reviewed the Headworks Analysis
(HWA) for the Town of Pittsboro. The original HWA submission was received by the Division
on August 5, 2002. Additional information and HWA revisions were received by the Division in
the months that followed the original submission.
The Division approves the submitted HWA and concurs with the calculations for all pollutants
of concern. A copy of the approved HWA has been enclosed with this letter. A few observations
were made during the review that the Town should consider for future HWA. These
observations are as follows:
1. Nickel Limit: As part of the Town's NPDES permit a effluent Nickel limit of 0.025 mg/l has
become effective February 1, 2203. Therefore this limit should be indicated in the NPDES
Limit column of the HWA spreadsheet. However, since the NPDES limit is the same as the
State's water quality standard, including the new limit will not effect the results of the HWA.
Therefore the Town will not need to modify the HWA at this time.
2. Design Allocated Loadings- The Town indicated in the submittal letter that Design Allocated
Loadings would be pursued within 6 months of the submittal. This time has passed, and a
submittal for approving design loadings is not on file. This Town continues to have this
option for establishing allocation limits for parameters that the WWTF is specifically design
to treat. However, it is not recommended that a WWTF pursue this option, unless over
allocation of these parameters Is OCCUrring. If the Town decides to pursue this option please
submit a summary of the deslyn capacity of the WWTF prepared by a professional engineer.
This summary should include design influent concentrations, design removal rates, and any
pertinent assumptions for each of the parameters that design MARL are being sought.

The Town of Ptttsboro will be responsible for submitting their next Head Works Analysis
(HWA) by August 1, 2008, unless conditions change that would require the Town to perform a
HWA at an earlier date.
