HUGH MONTGOMERY TOWN MANAGER TOWN OF PITTSBORO PO BOX 759 PITTSBORO NC 27312 Subject: Pretreatment Unit Review of Headworks Analysis (HWA) Town of Pittsboro (NPDES # NC0020354) Chatham County Dear Mr. Montgomery: The Pretreatment Unit of the Division of Water Quality has reviewed the Headworks Analysis (HWA) for the Town of Pittsboro. This HWA was received by the Division on April 23, 2001. The HWA submission addressed revisions for BOD, NH3, and Phosphorus. We regret the extreme delay in providing you our review comments. Indeed, the POTW has an upcoming August 1, 2002, due date for submittal of an updated HWA based on recent collection of Short Term Monitoring Plan (STMP) data. Therefore, rather than approving or disapproving the April 2001 submission, we are offering comments for your consideration as you prepare this new HWA for submission: Phosphorus: The April 2001 HWA submission for phosphorus did provide a discussion of phosphorus treatment at the WWTP, but did not provide a specific allowable load based on a specific Design influent criteria to use to develop a Design Maximum Allowable Headworks Loading (MARL). If the Town wishes to pursue development of an MAHL based on Design, additional information must be provided on the actual capacity. BOD and NH3: The April 2001 HWA submission, with the February 2001 letter from Diehl and Phillips, the POTW's engineers, included development of a BOD MAHL of 1514 lbs/day based on a Design Criteria of 242 mg/l influent BOD. Likewise, the submission included development of a NH3 as N MARL of 219 lbs/day based on a Design criteria of 35 mg/1 NH3 as N. If you wish to continue with your request for approval of this 1VIAHL, please state this in the submission of your next HWA, due August 1, 2002, including a synopsis of the criteria and calculations.
