Dear Mr. Montgomery:
The Pretreatment Unit of the Division of Water Quality has reviewed the Short Term Monitoring
Plan (STMP) for the Town of Pittsboro. This STMP was prepared by the Pretreatment Unit staff
on March 1, 2002.
The review indicates the STMP is adequate and meets the requirements needed to establish a
site-specific Headworks Analysis (HWA). Proper implementation of an STMP is also required
by Part III (B), of your NPDES permit. Please refer to the Comprehensive Guidance for North
Carolina Pretreatment Programs (Comprehensive Guide) for additional information and
examples.
1. STMT Implementation: The Town must begin immediate implementation of the
attached STMT (collect first round of samples in March 2002). The Town must fax
copies of all data to the Pretreatment Unit within 3 days of receipt of lab reports.
2. STMP Data Summary: Comprehensive Guide, Appendix 4-B Sample collection and
laboratory analysis must be done as outlined in this STMP. It is also very important
to organize and summarize your data. Example data summary forms can be found on
the disc sent to Wally Jenkins of the Town.
3. Headworks Analysis (HWA): The To\� n must submit an updated site-specific HWA
by August 1, 2002. The Town is urged to attend one of the HWA training sessions
provided by the Pretreatment Unit. Please contact me to sign up.
4. Division Review of Data: As your STMP data is accumulated, organized, and
analyzed, the Division may request to review tabulated data and to see chain of
custody forms and laboratory data sheets.
5. STMP Modifications: Interpretation of monitoring data or changes In operation at
Your POTW may indicate that the S'P.MP needs to be modified: however, please be
aware that modifications to your STIP must be approved by,the Division.

The Town's failure to submit an updated Short Term Monitoring Plan (STMP) as required by the
Division's June 14, 2001, Notice of Deficiency will be addressed under separate cover.
