Failure to Report Sewer By-pass
Pittsboro WWTP
NPDES Permit No. NC0020354

Dear Mr. Montgomery:
This office responded May 2, 2001 to the Town's wastewater treatment plant to a complaint
from DWQ Lab personnel while they were conducting stream sampling downstream of the Town's
WWTP. Mr. Wally Jenkins-ORC was on-site at the time of this investigation and aided in
gathering information as to what happened to cause this by-pass.
A brief inspection of the treatment plant during this investigation showed that 2 of the 3
tertiary filters were being bypassed. Mr. Jenkins stated that 2 filters were taken down for repair on
Monday April 30, 2001.
Part H Section E Condition 6 (a) of the NPDES permit requires that the Town notify the
Division within 24 hours or the next working day of any process unit failure such as mechanical or
electrical failures of pumps, aerators, filters, etc. A written report must also be submitted to the
Division within 5 days following first knowledge of the occurrence. This office has no record that
these notifications occurred as required. Please explain why the Town did not giunnLv with this
