Subject: Pretreatment Unit Review of Industrial User Pretreatment Permits (IUPs)
Town of Pittsboro (NPDES # NC0020354)
Chatham County
Dear Mr. Poteat:
The Pretreatment Unit of the Division of Water Quality has reviewed the draft Industrial User Pretreatment
permit (IUP) submitted by the Town of Pittsboro for the following Significant Industrial Users (SIUs). This draft
IUP was received by the Division on September 8, 1998.

The review indicates that, with the corrections outlined below, the IUP will be adequate and the minimum
requirements of 15A NCAC 2H.0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met.
Please make the following corrections and clarifications, and send the IUP modification/correction to the
Pretreatment Unit in draft form by September 24, 1998, and issue the final Division approved IUP by
September 30, 1998.
1. IUP Expiration Date: As you discussed with Dana Folley of the Pretreatment Unit, IUPs may be issued
for up to five years. The Division's " for this SIU was issued on August 1, 1997, therefore the POTW
may issue it's IUP with an expiration date as late as June 30, 2002.
2. Flow Monitoring Frequency for Pipe 001: As you discussed with Dana Folley of the Pretreatment Unit,
the draft IUP has a daily monitoring frequency for Pipe 001. This is acceptable, however it also would
also be acceptable to revert to the "every sample" frequency in the Division's current ]UP for this SIU.
3. Typosranhical Corrections: As discussed with Dana Folley of the Pretreatment Unit, there were several
corrections needed and a marked up corrected copy with all corrections noted was mailed to you on
September 15.
Response to this letter is required by September 24, 1998, for the draft IUP and September 30, 1998, for the
final issued IUP.
