Tom Poe and Melanie Bryson of the Division of Water Quality's Pretreatment Group met with you on July
30, 1997, to begin development of a pretreatment program for the Town of Pittsboro. The following milestone
dates were established for program development. Please refer to the NC Comprehensive Guide for
Pretreatment Programs for assistance.
1. August 1997: Begin monthly influent and effluent monitoring of phosphorous, nitrogen, and all
pollutants listed in the NC Model Long Term Monitoring Plan; Laboratory analysis must meet the
minimum required detection levels needed for useful removal rate calculations (Comprehensive Guide,
Ch. 4)
2. August 15,1997: Letter requesting modification of NPDES permit and check in the amount of $400
(modification fee) to be submitted to the Division's NPDES Group at Division of Water
Quality/NPDES Group, PO Box 29535, Raleigh, NC, 27626-0535; Copy letter to Pretreatment Group
at same address (Comprehensive Guide, Ch. 1)
3. September 1,1997: Attorney's letter and Sewer Use Ordinance (SUO) checklist due to the Division;
A copy of Pittsboro's draft SUO was received by the Division on July 30, 1997 (Comprehensive
Guide, Ch. 2)
4. September 1,1997: Pittsboro should develop a Long Term Monitoring Plan (LTMP) and submit it
to Division for approval; LTMP should include phosphorous and nitrogen in addition to the other
pollutants of concern (POCs) listed in Chapter 4 of the Comprehensive Guide; Monthly monitoring
required for August 1997 thru April 1998 in order to obtain data for Headworks Analysis
(Comprehensive Guide, Ch. 4)
5. October 1, 1997: A copy of Pittsboro's Industrial Waste Survey (IWS) to be submitted to the
Division (Comprehensive Guide, Ch. 3)
6. November 1,1997: SUO formally adopted by Town Council by this date; Please send the Division
a copy of the Council meeting minutes noting the SUO was officially adopted
7. December 1, 1997: Enforcement Response Plan (ERP) should be developed and submitted to the
Division fo'r(approval; The Division recommends that the ERP be reviewed by Town Council, though
it does not have/to &?formally adopted like the SUO (Comprehensive Guide, Ch. 8)

8. March 1, 1998: Report on compliance status of all Significant Industrial Users (SIUs) due to the
Division for the reporting period of July 1, 1997 thru December 31, 1997; This report is due to the
Division March 1 of every year, covering the period of July 1 thru December 31 of the prior year
(Comprehensive Guide, Ch. 7)
9. June 1, 1998: Submit new Headworks Analysis (HWA) based on monitoring data to the Division
(Comprehensive Guide, Ch. 5)
10. July 1,1998: Issue Industrial User Pretreatment Permit (IUP) to Hydro Tube South; Permit duration
can be no more than four (4) years (Comprehensive Guide, Ch. 6)
11. September 1,1998: Report on compliance status of all Significant Industrial Users (SIUs) due to the
Division for the reporting period of January 1, 1998 thru June 30, 1998; This report is due to the
Division September 1 of every year, covering the period of January 1 thru June 30 -of that year
(Comprehensive Guide, Ch. 7)
In addition to establishing the above milestone dates, you and the Division representatives visited Hydro Tube
South. The Division issued an Industrial User Pretreatment Permit (IUP) to Hydro Tube South. A tour was
given of the facility and an operational status report was given by Larry Isaacson and Tim Althaus of Hydro
Tube South. As of that meeting, the facility plans to begin operations on August 18, 1997.
Prior to discharge, please inspect the facility and complete an Industrial User Inspection form found in
Chapter 7 of the Comprehensive Guide. Obtain, if you have not already done so, updated schematics of the
facility as built. Also, confirm access to and appropriateness of the two sampling locations and describe in
writing how the process flow will be estimated. Copies of all of this should be submitted to the Division as
soon after the inspection as possible.
