Subject: Pretreatment Review of Long (Short) Term Monitoring Plan (LTMP/STMP)

Dear Mr. Poteat:
The Pretreatment Unit of the Division of Water Quality has reviewed the Long Term Monitoring Plan
(LTMP) for the Town of Pittsboro. This LTMP was received by the Division on September 8, 1997.
The review indicates that the Town of Pittsboro does not need to follow a long term monitoring plan.
Pittsboro is being developed as a modified pretreatment program by the Division. Therefore, Pittsboro is
only required to develop a short term monitoring plan (STMP). With the following corrections, the
STMP for the Town of Pittsboro meets the requirements needed to establish a site-specific Headworks
Analysis (HWA). Proper implementation of an STMP is also required by Part III (B), of your NPDES
permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment Programs
(Comprehensive Guide) for additional information and examples and remember:

The Town of Pittsboro should follow the schedule of sampling outlined below instead of that
outlined in the draft LTMP:

within one year of HWA. This sampling should be completed before May 1, 1998, for the HWA
