We are writing this letter to you regarding the above referenced project at the request of your colleague, Mr. Mark
McIntire.
In conjunction with the Town of Pittsboro, we are finalizing Contract Documents for a repair project involving the
Town's wastewater treatment plant. During Hurricane Fran in 1996, several electrical and control components of
the influent pump station were damaged from flood and lightning damage. In order to restore the influent pump
station to pre -disaster condition and mitigate future hazards, this project was initiated. Examples of work to be
completed during this project include: replacing a damaged variable frequency drive for the influent pumps,
replacing .a damaged autodialer, moving and integrating all operator instrumentation and control interface above
grade, providing heat tracing of piping in the dry pit, replacing an inoperable dry pit exhaust fan with a positive
pressure ventilation fan, installing a fixed gas detection system, and replacing an inoperable bubbler with an
ultrasonic level controller in the wet well. No change in the plant's permitted flow capacity or treatment process is
proposed.
In discussing the project scope with Mr. McIntire, he believed that an "Authorization to Construct (ATC)" permit
would not be required from your office to proceed with implementing the project work. However, we do want to
notify you that these repairs will be scheduled to bid during the first quarter of 1998.
We hope that you concur with our and Mr. McIntire's assessment of the project; however, please notify us as soon
as possible, if you do determine that an ATC permit is required for this project. Please do not hesitate to call
