Dear Mr. Poteat:
On September 20, 2005 Mr. Christopher Wu of the Raleigh Regional Office performed a
pretreatment compliance inspection with Mr. Perry Dunn at the Town of Pittsboro's Wastewater
Treatment Facility. The inspection report is attached. Mr. Dunn's assistance was greatly
appreciated as it facilitated the inspection process. The significant findings were as follows:
1. HydroTube South is currently the only Significant Industrial User (SIU) discharging to
the POTW, and it is a Categorical Industrial User (CIU). The only other SIU of recent
years, Townsends, Inc., shut down operations in July 2002. HydroTube South is
currently in the process of negotiating with a developer interested in purchasing its
property. HydroTube is considering moving its operations to Sanford within the next
year or two. This would leave the Town of Pittsboro without a pretreatment program.
2. The POTW has no compliance issues with HydroTube. The SIU currently discharges no
greater than 1,000 gpd but is permitted for 3,000 gpd. HydroTube was not issued any
NOVs throughout the last year.
3. HydroTube does not have a Total Toxic Organic Management Plan. They do, however,
send monthly statements to the POTW certifying that they are not discharging any toxic
organics to the wastewater facility.
4. Mr. Tim Althaus, Vice President of Sales for HydroTube, gave a brief tour of the facility.
The annual inspection conducted by the POTW is scheduled for October, so the site visit
was simply an informational tour for the benefit of the inspector.
5. Mr. Dunn is keeping all of the files and data in a well organized fashioned. Such order
eased the file review process.
You are doing an excellent job of meeting the pretreatment program goals for the Town of
Pittsboro.

The files were well organized and easily accessible.
PCI SUMMARY AND COMMENTS:
PCI Comments: HydroTube South, the only SIU to Pittsboro, is potentially moving operations within the next year or two. This would
leave the Town of Pittsboro without any SIUs. Townsends, Inc. left as a temporary contributor in July 2002.
The industry does not have a TTO; rather, it sends monthly statements to the POTW certifying that no Total Toxic Organics are being
