Box 759 Pittsboro, NC 27312 Subject: Compliance Evaluation Inspection Town of Pittsboro WWTP NPDES Permit No. N00020354 Chatham County Dear Mr. Hughes: On November 10, 2005 Mr. Christopher Wu of the Raleigh Regional Office conducted a compliance evaluation inspection of the Town of Pittsboro's WWTP with the assistance of Mr. Perry Dunn, back-up ORC of the facility, and Mr. Bill Davis, another operator of the facility. Their help was appreciated as it facilitated the inspection process. The following observations were made: The Town of Pittsboro's WWTP is permitted to discharge at a rate of 0.75 MGD and consists of a mechanical bar screen, 2 circular aeration basins that encompass two circular secondary clarifiers, 3 tertiary filters, UV disinfection, effluent flow meter in a parshall flume, a drum sludge thickener, and 2 aerobic digesters. The facility's permit is due for its cyclical renewal. The application for renewal has already been submitted to the Division. 2. The Pittsboro WWTP was issued an Authorization to Construct (AtoC) to begin a project that would divert approximately 200,000 gpd to the 3M Company. This project would include the addition of a 500,000 gallon EQ basin, 2 new 40 foot clarifiers, 2 new tertiary filter cells, new UV facilities, and an effluent pump station with dual 350 gpm pumps for reuse water transmission. Due to an underestimation of price, however, the Town of Pittsboro is approximately $1 million short of meeting the financial requirements of the project. Currently, the facility is awaiting the decision from Chatham County officials as to whether or not the additional funding will be provided. 3. One of the aeration basins was experiencing a filamentous growth problem. Polymer has been slowly added to it causing excessive foaming on the surface. Mr. Dunn expects the foam to dissipate soon, as the other basin had a similar problem that was already remedied. There was a slight discrepancy in the August 2005 DMR submitted to the state. It appears that data from August 3 was erroneously entered on August 1. Mr. Dunn stated that he would amend the DMR and resubmit it to Central Files. 5. The influent storage sampler had a temperature of 5°C which is slightly outside the mandated temperature range of 0°C — 4°C. Mild adjustments should be made to keep a constant temperature. 6. The facility has a contract to have its sludge pumped, hauled, and land applied by Synagro under permit WQ0011834. The Town lime stabilizes the sludge. 7. Environment 1 has been contracted to conduct the laboratory analyses for the facility. 8. The paperwork was well organized and easily accessible. Such order eased the inspection process. The overall conditions of the Town of Pittsboro WWTP are compliant with Division standards.
