Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Project Site consists of open agricultural land in the western portion. Several forested wetlands, open water wetlands, and upland forested areas exist throughout the Project Site. The Cape Fear River borders the southern edge of the Project Area and North Main Street borders to the east. A portion of the proposed project is within the 100 year floodplain of the Cape Fear River. The surrounding area of the Project Site is forested, agricultural, and commercial land. 4b. Explain the purpose of the proposed project:* The purpose of the Harnett County Government Complex Park project is to develop an approx. 12.8 -acre park consisting of an access road, parking area, two baseball fields with appurtenances, two soccer fields with appurtenances, and an asphalt walking trail. 4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project plans to develop approximately 12.75 acres of mostly open historic farmland into an athletic park for Harnett County and the Town of Lillington. Access for the park will be achieved with the construction of an approx 2,180 LF gravel road. The proposed road will be built along existing grass and gravel farm roads. The proposed road will cross three unnamed tributaries to the Cape Fear River along existing culverts. No impacts are anticipated to these streams as a result of building the new access road (see Location Map, Photo Sheets, and Plan Sheets). Two regulation sized baseball fields with appurtenances such as fencing, and concrete pads for dugouts are planned to be built in the open field section in the northwest corner of the project area. No impacts to jurisdictional waters are anticipated as a result of baseball field grading and construction. Two regulation sized soccer fields are proposed to be built in the open field area in the southeast corner of the project area. Grading for the soccer fields will result in approx 0.08 -acres of wetland impacts to Wetland C as fill (Impact W1). Approx. 8.00Y of fill material will be placed below ordinary high water mark in Wetland C. See Impact Map. A 39 space gravel parking lot (Approx. 11,000 sq. ft.) is proposed in the center of the project area situated between the baseball and soccer fields. A concrete pad is proposed to allow for handicapped parking and a sidewalk. No impacts to jurisdictional waters are anticipated as a result of the parking lot. Lastly, an approx 2,900 LF 5 -foot wide asphalt walking trail is proposed to provide access from the parking lot to the athletic fields, and will circulate around the soccer fields. Construction of the proposed walking trail will result in permanent and temporary impacts to Wetland CB, approx. 0.003 -acres of permanent impacts are proposed with the installation of a 15" HDPE culvert crossing, and approx 0.002 -acres of temporary impacts are proposed during construction for access and culvert installation (Impact W2). Approx. 1.00Y of fill material will be placed below ordinary high water mark in Wetland CB. See Impact Map. Temporary disturbed wetland areas will be returned to original elevations and contours and stabilized using a native wetland seed mix. The proposed trail will cross Stream D-1 over an existing culvert to allow for permanent access from the parking lot to the baseball fields. No impacts to D-1 are anticipated from construction access or trail construction (See Plan Sheets and Details).
