The North Carolina Wildlife Resources Commission has reviewed the project for impacts to wildlife and fishery resources. We regret that time constraints delayed our response. A site visit was made on January 16, 2004. Our comments are provided in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.), Section 401 of the Clean Water Act (as amended), and the Coastal Area Management Act (G.S. 113A-100 through 113A-128). The applicant, Martin Marietta Materials, proposes to excavate and/or fill 7.52 acres of jurisdictional wetlands during expansion of limestone mining activities by approximately 87 acres on Tracts G 1 and G2. Affected wetlands appear to be associated with a headwater stream and have high wildlife habitat value. Evidence of deer and beaver activity was seen during our site visit. Mitigation for wetland loss is proposed in the form of payment to the Wetland Restoration Program (WRP) at a ratio of 1:1 for the 7.52 acres impacted. We do not object to the subject authorizations provided they are conditioned upon WRP's acceptance of the mitigation proposal. Thank you for the opportunity to comment.
