Dear Mr.Culbreth:
The North Carolina Division of Water Resources conducted a Compliance Evaluation Inspection
of the Trillium Links & Village WWTP on June 14, 2018. This inspection was conducted to verify
that the facility is operating in compliance with the conditions and limitations specified in NDPES
WW Permit No. NC0059200. Based on the on-site visit, the facility was determined to be in
compliance.
The following additional item was noted during the inspection:
Safety: The ORC currently manually feeds chemical into a tank on top of the facilities
control building. This is a potential fall hazard. Recommend finding a more permanent
solution to the inoperable CIP pump to remove the potential hazard.
Please refer to the enclosed inspection report for additional observations and recommendations.

Inspectors Mikal Willmer and Beverly Price, with the Asheville Regional Office, conducted a
compliance evaluation inspection of the Trillium Links & Village WWTP on June 14, 2018. This
inspection was conducted to verify the facility is being operated and maintained in compliance with
NPDES Permit No. NC0059200. Mike Beck, ORC, and Freddie Boan, POA Manager, were present and
assisted in the inspection.
The facility was upgraded to an MBR system in January of 2016. Mr. Beck and Mr. Boan report permit
limit compliance issues arose recently due to several equipment failures. The ORC discovered a
whole in the MBR lines and replaced with more durable piping. Additionally, two of the three blowers
installed during the upgrade are currently inoperable. Trillium staff have installed two additional blowers
on site in case of any additional equipment failures. Several of the submersible pumps within the
basins were pulled and replaced with air lift pumps due to repeated impeller failure. The ORC and
Trillium staff maintain a supply of impellers onsite for the submersible pumps that could not be
replaced. The CIP feed pump is inoperable. The ORC currently accesses a tank on top of the main
building to feed chemical by hand. While this is only done every six months, it still poses a safety
hazard for the ORC. Recommend a more permanent solution be explored to remove the potential
safety hazard.
The ORC believes the repairs and equipment replacements will help improve effluent numbers moving
forward. The most recent repair was completed on May 3, 2018.

At the time of the inspection, the DO was reading 1.78 mg/L in the Oxic basin and -0.12
mg/L in the anoxic basins. This is an MBR facility.
