On June 14, 2018, Jenny Graznak and Kelli Park of this office met with Mr. Marc Nault to perform a
Compliance Evaluation Inspection on the Countryside Manor wastewater treatment system. The
inspection findings are detailed below and an inspection checklist is attached.
1.Permit
The permit became effective on July 1, 2016 and will expire on April 20, 2021. A copy of the current
permit was available for review during the inspection.
2. Self-Monitoring Program
The discharge monitoring reports(DMRs)were reviewed for the period May 2017 to April 2018. One
Fecal Coliform violation was noted in July 2017 and was addressed by this office in separate
correspondence. A comparison of the July 2017 DMR with the corresponding operator's records and
the laboratory data sheets from Meritech Labs showed that all values were transcribed onto the DMR
correctly. Mr. Nault measures Dissolved Oxygen, Total Residual Chlorine, Temperature, and pH.
Meritech Labs handles all other permit parameters,and Mr.Nault delivers the grab samples to the lab.
3.Flow Measurement
The permit requires weekly instantaneous flow reporting. An ultrasonic meter is used to record effluent
flow values for the DMRs.The meter was calibrated by Carolina Technical Services on April 14,2017.
Therefore, it is past due and needs to be calibrated as soon as possible.
4. Sludge Handling and Disposal
Solids are removed from the digester by Gann Brothers Septic Service. Pumping records are
maintained by the Countryside Manor maintenance staff. The digester unit was last pumped in June
2018 when 2,500 gallons were removed.
5. Operations and Maintenance
Marc Nault, an employee of Meritech, is the ORC for this facility. No significant operation and
maintenance issues were noted. As needed, soda ash is added to the aeration basin and alum is added
at the splitter box to help the system meet the total phosphorus limit.

6.Facility Site Review
The existing 0.015 MGD single train in-ground package plant consists of the following: aerated
equalization tank, bar screen, aeration basin, circular clarifier, sludge holding tank, tablet chlorinator,
contact tank, ultrasonic flow meter, tablet dechlorinator and a rip-rap lined effluent channel. The
effluent grab samples are collected from the manhole following the dechlorination unit.
7. Records/Reports
It appears that Mr.Nault keeps and maintains records as required by the permit.
8.Effluent/Receiving Waters
The system discharges into a rip rap lined ditch leading to Troublesome Creek, currently classified
WS-III,NSW waters in the Cape Fear River Basin.
