Monroe 5111 Mockingbird Road Greensboro,NC 27406 RECEIVED/DENRIDWR SUBJECT: Compliance Evaluation Inspection Monroe's Mobile Home Park WWTP JUN 26 2098 NPDES Permit No.NC0055913 Guilford County Water Resources Permitting Section Dear Mr.Monroe: On June 14,2018, Jenny Graznak and Kelli Park of this office met with Mr.Bradley Flynt to perform a Compliance Evaluation Inspection on the wastewater treatment system serving Monroe's Mobile Home Park. The inspection findings are detailed below and an inspection checklist is attached. 1.Permit This permit became effective February 1, 2017 and will expire on September 30, 2021. A copy of the current permit was available for review during the inspection. 2. Self-Monitoring Program The discharge monitoring reports(DMRs)were reviewed for the period May 2017 to April 2018. One Fecal Coliform violation was noted in August 2017 and was addressed by this office in separate correspondence. A comparison of the August 2017 DMR with the corresponding operator's records and the laboratory data sheets from R&A Labs showed that all values were transcribed onto the DMR correctly. Mr. Flynt holds field parameter certification#5495 and measures Dissolved Oxygen, Total Residual Chlorine, Temperature, and pH. Statesville Analytical picks up the weekly samples on site for all the other permit parameters. 3.Flow Measurement The permit requires weekly instantaneous flow reporting. An ultrasonic meter is used to record effluent flow values for the DMRs. The meter was calibrated by Delta Systems in December 2017. Mr. Flynt records daily flow on his operations log but only documents a weekly flow on the monthly DMR. As discussed during the inspection, Mr. Flynt is going to start recording the daily flows on the monthly DMR as well. Per the permit, if an operator collects effluent data, it must be reported on the DMR. 4. Sludge Handling and Disposal Solids are removed from the digesters and the mud well by Keene Septic Tank Service. Solids removal last occurred on June 9 and 10, 2018, and 9,000 total gallons were removed. Operations and Maintenance The ORC for this facility is Bradley Flynt. The facility appears to be well operated. One aeration basin had a significant amount of foam and sludge build up on the surface due to the placement of netting on top of the basin to keep out leaves and debris. The operators have not been able to fully remove the netting after it collapsed. 6.Facility Site Review The existing 0.03 MGD treatment system consists of the following: flow splitter box followed by parallel package plants with 15,000-gallon aeration units, clarifiers, sludge holding units, tablet chlorinators and contact tanks, dechlorination unit, and ultrasonic flow meter. 7. Effluent/Receiving Waters The system discharges into Polecat Creek, currently classified WS-III waters in the Cape Fear River Basin. The effluent was observed to be crystal clear on the day of the inspection. Mr. Flynt collects effluent samples from the end of the effluent pipe.
