Box 498 RECEIVED/DENT DW W Oak Ridge,NC 27310-0498 ��N 62018 SUBJECT: Compliance Evaluation Inspection WaterResources Oak Ridge Military Academy WTP Permitting Section NPDES Permit No.NC0046043 Guilford County Dear Dr.Nobles: • On June 14,2018,Jenny Graznak and Kelli Park of this office met with Matt Smith and Neal McDuffie of R&A Laboratories to perform a Compliance Evaluation Inspection of the wastewater treatment system serving the Oak Ridge Military Academy. The inspection findings are detailed below and an inspection checklist is attached. 1.Permit The permit became effective on July 1, 2016 and will expire on April 30, 2021.A copy of the current permit was available for review during the inspection. 2. Self-Monitoring Program The discharge monitoring reports (DMRs)were reviewed for the period May 2017 to April 2018. No violations of permit effluent limits occurred during this time. A comparison of the September 2017 DMR with the corresponding operator's records and the laboratory data sheets from R&A Labs showed that all values were transcribed onto the DMR correctly.Mr. Smith measures Dissolved Oxygen,Total Residual Chlorine, Temperature, and pH. R&A Labs handles all other permit parameters, and Mr. Smith delivers the samples to the lab. 3. Flow Measurement The permit requires continuous flow recording and an annual calibration of the flow device. The flow values reported on the DMR are obtained using a Stevens flow meter. The meter was last calibrated by R&A Labs staff on January 30, 2017.Therefore, it is past due and needs to be calibrated as soon as possible. 4. Sludge Handling and Disposal Solids are removed as necessary from the aerated digester by Jenkins Waste Management. Solids have not been removed since the last inspection in 2017. 5. Operations and Maintenance Matt Smith and Neal McDuffie of R&A Laboratories are the ORC and Back Up ORC, respectively, for this facility. State of North Carolina I Environmental Quality 450 W.Hanes Mill Road;Suite 300,Winston-Salem,North Carolina 27105 Phone:336-776-98001 FAX:336-776-9797 6.Facility Site Review The existing 0.04 MGD facility consists of the following: bar screen, aeration basin, circular clarifier, aerated sludge holding tank,chlorination by placing tablets in clarifier weir trough,contact tank,tablet dechlorination unit and Stevens flow meter. 7.Records/Reports It appears that Mr. Smith and Mr. McDuffie keep and maintain records as required by the permit. 8.Effluent%Receiving Waters The system discharges into an unnamed tributary of Haw River, classified WS-V,NSW waters in the Cape Fear River Basin. The effluent was clear on the day of the inspection. Please make certain that the effluent flow meter is calibrated as soon as possible.
