Box 281 Warrenton, NC 27589 Subject: Compliance Evaluation Inspection Town of Warrenton Sewer Collection System Collection System Permit No: WQCS00092 Warren County Dear Ms. Valentine: On May 23, 2018, Cheng Zhang of the Raleigh Regional (RRO) Office Division of Water Resources conducted a Compliance Evaluation Inspection of the subject facility. The assistance and cooperation of Mr. Bill Perkinson, the Director of Public Works and Operator in Responsible Charge (ORC), and Mr. Oscar Davis, the Backup ORC during the inspection, were very helpful and appreciated. A checklist of items is enclosed with this letter. During the inspection the following items were noted: 1.) The Town's collection system is classified as a Class 2 collection system. It has approximately 21 miles of gravity sewer mains, 7 miles of force main, and 4 duplex pump stations. Mr. Bill Perkinson is the Operator in Responsible Charge (ORC) and Mr. Oscar Davis, Mr. and Mr. Kenneth Champion are the backup ORCs. Please contact the Division to update the list of operators, since contract operators (from Envirolink) no longer operate the collection system. 2.) The Town has a developed and maintained a collection system map which has all items required by the permit. A GIS based collection system map is being developed. 3.) The Town has developed and implemented a Capital Improvement Plan (CIP) for the sewer system, which includes all components required by the permit. Current CIP covers a ten-year period (2011 to 2021), with total sewer capital improvement budget of$1,458,894. 4.) The system has 4 duplex pump stations. All four pump stations were visited during the inspection. It is recommended that backflow devices be installed at the two pump stations with water line to prevent contamination of the potable water (see comments in Inspection Report). Grease traps/interceptors at restaurants are inspected quarterly. Grease educational flyers are sent to customers with water/sewer bills semi-annually. 6.) A review of records and logbooks indicate the following a) Records are maintained adequately for sewer line maintenance, cleaning, high priority line inspection, and right of way maintenance. The record keeping is excellent. b) 5 Sanitary Sewer Overflows (SSOs) were discovered or reported since the last inspection. 7.) Three aerial lines were observed during the inspection, these lines were in good condition, to which the right-of-way was maintained.
