The Corps must distribute the public notice for this proposed project to adjoining property owners (33 CFR section 325.3). The submitted application notes two conservation easement tracts adjoining the project area. Ownership of these easements are held in whole or part by the applicant and/or an entity of the applicant. Do note, if the applicant or an entity of the applicant owns, holds, or controls an adjoining property, then the adjoining property owner(s) required for the above information are those adjoining owners which are not the applicant or an entity of applicant (i.e., the applicant cannot adjoin itself). Also, provide the name and address of the entity(s) which hold the conservation easements. The requested list of additional adjoining property owners should be submitted in a MS -Word file and/or printed on Avery 5162 labels. The adjoining property owner map has been edited to include the additional requested property owners. A label sheet and MS -Word file have also been attached. There were two owners near the conservation easements that own properties that adjoin elsewhere to the High Hampton project boundary (such as Wade Hampton). These owners were included in the original submittal and have not been included in the attached files. The conservation easements are held by the Highlands -Cashiers Land Trust (Gary Wein). Their address is 348 S 5th St. #214, Highlands, NC 28741 (also included on labels and in the MS Word document). 2) Clarification of project purpose and/or discussion of alternatives. The stated project purpose in Section 4.0 of the application's narrative is not supported by the discussion of alternatives presented in Section 6.0. Please provide clarification by resubmitting the project purpose and/or the discussion of alternatives. The project's purpose has been revised as follows: The project purpose is to redevelop an existing resort property, including the expansion of the current residential community, redesigning and enlarging the existing golf course, and upgrading the resort core and associated amenities A PDF of this page has also been included for inclusion within the submitted application. 3) Reasoning for requesting of a 10 -year period for permit. Provide a schedule for the proposed phases of the redevelopment activities. High Hampton is anticipating the proposed redevelopment activities and new construction projects to take 10 years to complete. Below is an estimated timeline for the site: Golf Course Expansion & Reconfiguration: 2018-2020 Resort Core/Amenities, Uplands Neighborhood (located in northwestern portion of the site), and Fieldstone Neighborhood (west of NC -107): 2019-2021 Remaining Residential Neighborhoods & Associated Infrastructure: 2021-2028 Also, we made a mistake in describing the current golf course. The IP indicates that the course currently has 17 holes, however, it has 18. The proposed increase in yardage from 5,740 yards to 6,748 as described in the application is correct. After review and evaluation of the submitted documents the Corps is requesting the following additional information in order for us to consider the application to be complete, per 33 CFR section 325.1(d)(1). 1) Names and addresses of adjoining property owners.
