Explain the purpose of the proposed project:* The proposed North Carolina National Guard Regional Readiness Center project is part of the North Carolina National Guard's Readiness Center Transformation Master Plan which was founded to realign traditional armories to Readiness Centers that reflect the changing needs of the state based on population and aligns forces to regional facilities for a more efficient and effective response during natural disasters or other emergencies. 4g. Appropriate sediment and erosion control practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual' will be used to minimize impacts to the stream. 1b.
