Subject: Hardin Farm Mitigaiton Project — Buffer Viability Request Form Documentation
Guilford County
Cape Fear River Cataloging Unit 03050101
DEQ Contract # 7824
Dear Ms. Merritt,
Office: 828.412.6101
Below are the requested attachments to the Buffer Mitigation Site Viability Assessment Request Form.
Detailed Site Description
The project is located in Guilford County in the community of Stokesdale near Hardin's Feed & Farm Supply.
The project site is located in the TLW 03030002-010020 of the Cape Fear River Basin. The project is in the
Haw River headwaters and includes two UTs and a reach of the Haw River. The section of the Haw River on
the project site is classified as a 303d Category 4t water according to the 2014 Integrated Report. (4t indicates
a parameter exceeds criteria and there is an approved TMDL in place, prior to TMDL development these were
Category 5 assessments). Upstream (source to Everfield Road, 2.1 miles away) and downstream (Cunningham
Mill Road (SR 2426) to Troublesome Creek, 10 miles away) of this section are classified as Category 5 (303d
listed). The site also holds Water Supply — V (WS -V) and NSW classifications. Michael Baker first visited the
site in November 2016 and has been monitoring the site since. Continued degradation mainly in the form of
bank erosion and increased livestock pressure is evident throughout the majority of the site. The land owner
continues to clear drainage ditches in the wetlands and remove trees from the floodplain. Livestock have been
grazing throughout the site during each visit.
Each of the project reaches have been heavily impacted from historic land use practices, predominantly
livestock grazing, and other agricultural uses. There is some mature buffer across the project site. The
understory is absent due to grazing pressure. The buffer is sparse through the farm as compared to the south
side of the Haw River where there has been less grazing pressure. Livestock hoof shear, lack of understory
vegetation and storm flow shear stresses have severely impacted the stream banks along the project stream
reaches.
The lack of adequate and quality buffer vegetation throughout the site, past land use disturbances, and
current livestock activities present a significant opportunity for water quality and ecosystem functional uplift
through the implementation of this project. A site map with aerial imagery is shown below.

Land Use
This site has been in agriculture since at least 1950 according to historic aerials and discussions with the
landowner. No significant land use changes directly on-site have occurred since 1990. However,
development within the Haw River watershed has increased since 1990. The table below shows the land
use changes since 1992 sourced from the National Land Cover Database (NLCD) within the Haw River
watershed delineated from the downstream extent of the project reach.
Also included below is a historic aerial map (1995), USGS topographic map, and an NRCS Soil Survey Map.
