December 5, 2006 Mrs. Cyndi Karoly 401 Oversight and Express Permits Unit 2321 Crabtree Blvd. Suite 250 Raleigh, NC 27604-2260 Re: Bucklin Subdivision -Request for More Information Wilson, North Carolina (Wilson County- Neuse River Basin) DWQ Project #06-1331 Mrs. Karoly: This letter is in response to your request for more information for Bucklin Subdivision dated November 7, 2006. The following restates your requests with a response to each below. 1. As previously requested, please indicate all buffer impacts on the site plan. We do not have the "impact maps attached to the original PCNApplication"you reference in your correspondence dated October 13, 2006. The attached 8 '/z x 11 map illustrates in detail the only proposed Neuse Buffer impact on the site. Z. As previously requested, please indicate the location of the protected buffers as overlays on the site plan, clearly showing Zone 1 and Zone 2. Please show this information on your site plan regardless of whether you are proposing impacts to the buffers. The attached "Level Spreader Detail" map illustrates the location of protected buffers, including the Zone 1/Zone 2 boundary. There is a large beaver pond on the west portion of this site, hence the separation between the centerline of Toisnot Swamp (west property boundary) and the inner edge of the Neuse Buffer. For the purposes of illustrating the Neuse Buffers on the site plan, the 104 topographical contour was used as the edge of surface waters on this site. We know that the surface waters on this site are actually below this topographical contour, so the Neuse Buffer delineation illustrated on the map should be considered conservative. Please note that there are no impacts proposed to any portion of the Neuse Buffer outside of the proposed sanitary sewer crossing and the majority of the site is hundreds of feet away from the outer edge of the buffer. 3. Please provide construction details for the level spreaders. Level spreader construction details are illustrated on the attached "Level Spreader Detail" map. Thank you for your time spent reviewing these responses. Do not hesitate to call me if you have any questions or concerns about this project or if you need any additional information to process this application. Sincerely, ~~ .
