Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing conditions consist of an assemblage of five parcels that are currently being utilized as an active golf course or private residence. Some portions of the site are forested with strips of mixed pine and hardwoods while the majority of the property is comprised of maintained grass fairways. There are three jurisdictional ponds as well as perennial and intermittent stream systems located throughout the property. Finally, there are some existing residential structures, structures associated with the existing golf course and golf cart paths on the site. 3b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property in order to identify natural resources so that impacts could be avoided & minimized to the maximum extent practicable. It's important to note that during the site plan review process, the proposed fill across the entire site was lowered which resulted in a minimization of proposed impacts to streams and riparian buffers. Impact Area 9 is a proposed road crossing to an intermittent stream. Proposed impacts include 106 linear feet of permanent stream, 21 linear feet of temporary stream, 72 linear feet of permanent -no permanent loss stream (i. e. energy dissipater) and associated riparian buffer impacts. Headwalls and retaining walls have been utilized to minimize stream and riparian buffer impacts, and designed per Durham design standards. Additionally, there is an existing 10 linear foot 12"pipe from an existing cart path within the footprint of this proposed impact, minimizing overall stream impacts. This impact is necessary to access the northwestern portion of the property. NCSAM rating Low. Impact Area 2 is a proposed riparian buffer impacts for a roadside trail. It will cross over the end of the existing culvert along the existing Lumley Road. Proposed impacts include riparian buffer impacts only but could have included stream, however the applicant wanted to avoid this stream impact in this location if possible. This roadside trail and impact is being required by Durham, development plan requires roadside trail along road frontage. Impact 3 is a proposed culvert extension to an intermittent stream. Proposed impacts includes 17 linear feet of permanent stream, 51 linear feet of permanent -no permanent loss stream (i. e. energy dissipater) and associated riparian buffer impacts. This impact is necessary for road improvements to the existing Azalea Drive being required by Durham and the site plan review. Additionally, a new trail connection is necessary and construction activities are necessary within Zone 2 only. Impact Area 4 is a proposed road crossing to an intermittent and perennial stream, and a wetland area. Proposed impacts include 97 linear feet of permanent (perennial) stream and 10 linear feet of permanent (intermittent) stream, 36 linear feet of temporary (perennial) stream and 26 linear feet of temporary (intermittent) stream, 52 linear feet of permanent -no permanent loss to perennial stream (i. e. energy dissipater), 0.06 acres of jurisdictional wetland and associated riparian buffer impacts. Headwalls and retaining walls have been utilized to minimize stream and riparian buffer impacts, and designed per Durham design standards. The energy dissipater has been modified to avoid impacts to. open waters. The impact location was determined to be the most feasible crossing location to access the northern portion of the property in between the perennial stream and the upper portion of the pond. There is also an existing concrete bridge in this location, a pump house and hardened stream banks. The wetland impact was unavoidable. Impact Area 5 is a proposed open water impact for a Stormwater Control Measure and lot fill. Proposed impacts include 0,17 acres of open water. This impact is necessary to provide a stormwater treatment device at the topographic low area of the site. The pond was determined to be jurisdictional via a non jurisdictional connection. The applicant was ready to drain the pond and wait to see if a wetland formed within the footprint and apply for impacts at a later date. Upon consultation with the USA CE, it was suggested to include within this application request vs. applying at a later date for an additional impact. Furthermore, the applicant is aware of the regional conditions associated with the Nationwide Permits 29 & 14. With respect to residential developments (NWP 29 -Regional Conditions section 4.0) there are no wetland/stream impacts associated with stormwater facilities or single-family recreation facilities for this project; there are no proposed discharges to floodplain or floodways with exception to Impact Area 4 which is proposing to utilize NWP 14; the stream classification for this project is C (i.e. not High Quality Waters, Coastal Wetlands or wetland adjacent to these waters) and proposed riprap at streams is proposed to be "keyed" in. With respect to linear transportation crossings conditions (NWP 14 - Regional Conditions section 4.0) there are no stream relocations being proposed, this project is not being used in conjunction with a NWP 18 to create an upland area; this project is not located within tidal waters/wetlands; and this project is not located within a designated trout watershed. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. As per the project engineer, standard construction and erosion control practices will be implemented, such as properly sized riser basins equipped with baffles and a control orifice for extended filtering time, diversion ditches placed at proper locations to prevent erosion entering stream buffers, and bypass pumping where needed; in addition to these standard practices, all stockpile areas will be protected by silt fence on the downhill sides for added protection. 2.
