We will include the NWP 3 terms and conditions with project requirements for the contractor. 2) The bridge abutments are part of the retaining walls and part of the support (on one side) for the corner of the building. The abutments will remain in place and not be removed. 3) See the email attachment for a profile view of the stream thalweg, some cross-sections, and a planting plan. 4) Understood. As I noted on the PCN form, the bridge has been discussed with SHPO. They verified verbally to the Self -Help architect that it was not part of the listing for the historic designation, but we did not request any written documentation from them. I have reviewed the information and need clarification before proceeding with verifying the use of Nationwide Permit (NWP) 3 (http://saw-reg.usace.army.mil/NWP2017/2017NWP03.pdf). Please submit the requested information below (via e-mail is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or consider your application withdrawn and close the file: 1) The sediment removal activity would likely fit the terms and conditions of NWP 3. However, the bridge removal activity is better authorized under NWP 33 for construction access. Please see the terms and conditions of this permit and ensure that the activities proposed comply with this permit: http://saw- reg.usace.army.mil/NWP2017/2017NWP33.pdf; 2) Please provide additional information on the extent of removal of the existing bridge abutments, and whether the abutments will be removed to the existing stream bed (i.e. mud line) or below; 3) Please provide profile views of the proposed floodplain bench, as well as any proposed stabilization (i.e. seeding/planting/matting) measures. Please provide a list of plant species to be planted and the seed mix to be used; 4) Given that the project activities occur within the Revolution Cotton Mills (GF0172) National Register of Historic Places boundary, I have initiated informal consultation with the State Historic Preservation Office; they require up to 30 days to respond to our coordination request. Note that I cannot verify the use of any Nationwide Permit until consultation pertaining to Section 106 of the National Historic Preservation Act is complete. A proposed planting plan is included as an appendix. For the cross-sections, the "bench area" is on —2% slope towards the stream and the slopes are —3:1. PC Bo These are photos sent earlier to David Bailey (in a query before filing PCN). Below is the "Grassy bridge" slated for removal and replacement — viewed from downstream side. The tree was later cut at ground level because it was a hindrance to visibility for vehicles at Revolution Mill pulling out onto Yanceyville. "Grassy bridge" from upstream side. There are concrete retaining walls at each end of the bridge that will remain in place. Owners would like to clean up right bank and grade a floodplain bench between grassy bridge and Yanceyville Street. Looking upstream from "grassy bridge" where an old vehicle access ramp (with numerous piers) was replaced with an open -span pedestrian access. Owners would like to remove accumulated sediments in these areas and grade a floodplain bench. (This is a secondary flow area. The stream goes under the building to the right in the photo.) This photo is taking facing upstream towards the Mill House building. Sawing off some of these posts at stream bed level may be done to improve the aesthetics. The potential grading is limited by the steepness of the upper bank, but to the extent there is an adequate retaining wall at the top of the bank, it may be possible to grade a small bench area as shown on the cross-section. This is the area under the former dock. Again, it is too steep for to allow for much excavation of sediments, but the area will be smoothed out and replanted. Some of the former piers need to be sawed off at a lower elevation in order to smooth out the bank in this area. Area downstream of the dock and upstream and under the grassy bridge slated for removal, which needs to be more evenly graded and also cleaned upThe area proposed for a floodplain bench is downstream of the grassy bridge where you can see that the bank comes up.
