County: Document: Warren Federal PCE Funding: � State ❑ Federal � Yes ❑ No Permit Type.• NWP Project Description: NCDOT's Division 5 proposes to replace Bridge No. 77 on SR 1640 (Richardson Road) over Fishing Creek in Warren County. Bridge No. 77 was built in 1952, and is considered to be structurally deficient and functionally obsolete; therefore, it is scheduled to be replaced. The Study Area far the project will be centered on the bridge and measure about 300 feet wide (150 feet to either side of the centerline) and about 0.25 mile long (roughly 600 feet from the north end of the bridge and about 730 feet from the south end of the bridge). Overall, the Study Area will encompass about 381,347 square feet (8.75 acres), inclusive of the existing roadway and structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was accepted on Wednesday, September 21, 2016. A map review and site file search was conducted at the Office of State Archaeology (OSA) on Monday, September 26, 2016. No archaeological surveys have been conducted along this particular stretch of SR 1640 (Richardson Road), and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Centerville Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday, September 27, 2016. There are no known historic architectural resources located within or adjacent to the Study Area for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topogaphic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE: Although this is a State-funded project, a Federal permit will be required. Permanent and/or temporary utility and/or drainage easements will not be necessary. Additional ROW may be required; however, the size of the Study Area will capture any possible impacts beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register- listed) archaeological resources located within the project's Study Area that would require our attention. Based on the description of the proposed project, activities may take place beyond the NCDOT's existing 60-foot ROW along SR 1640 (Richardson Road). From an environmental perspective, the Study Area falls within a rural environmental setting in the north-central part of the state in the Piedmont `7Jo ARCHAEOLOGYSURVEYREQUIRED "form far Minar Transportation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 16-09-0009 physiographic region, and is composed almost entirely of one (1) soil type: Chewacla and Wehadkee soils, 0-3% slopes, frequently flooded (ChA). The Study Area consists primarily of somewhat poorly drained soils (i.e. CI�A). Preservation of intact archaeological resources would not be anticipated under such environmental conditions. In addition, a review of current LiDAR data shows no noticeable landscape features that would be worthy of reconnaissance or investigation; remnants of previous roadbeds or crossings of Fishing Creek may be present (i.e. 1920s), but would not be considered historically significant. The Office of State Archaeology (OSA) has reviewed only one (1) project within the vicinity of Bridge No. 77 for environmental compliance, that being the placement of power lines at Bridge No. 77 within the NCDOT's ROW (CH 04-2461). No archaeological survey was recommended for that project. NCDOT's Archaeology Group has reviewed several nearby transportation-related projects for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NGHPO) (see the following PAs: 11-11-0004, 11-02-0014/16-06-0061, 11-02- 0015, and 16-04-0004). Drainage, soil conditions, and overall topography at Bridge No. 132 on SR 1631 (Gum Pond Road) over Mill Branch (a tributary of Fishing Creek) (PA 11-02-0015) are basically the same as that at Bridge No. 77. Although an archaeological survey was recommended and conducted for Bridge No. 132, no cultural material was encountered. With similar conditions and environmental setting, one may ascertain that archaeological resources would also not be present within the currently-defined Study Area. Current soil conditions and topography, coupled with comparative survey results, would suggest a low probability for prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current Study Area, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological wark is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notiiication of NCDOT's Archaeology Group.
