The purpose of the proposed project is to develop the site with a single family residential subdivision.
4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The overall project consists of developing the site with a 4 phase residential subdivision. The Master Plan that has
been presented to the City of Greensboro is attached.
Phase I of the site consists of developing the site with 54 single family residential lots, two stormwater ponds and
associated roads. In order to provide access to the central portion of the sub -division, it is necessary to construct
an access road that will impact wetlands. A portion of the wetland will also be impacted by lot fill from 5 residential
lots. To facilitate the construction of the access road and development of the site, clearing and grading the site is
necessary. Graders, haulers, excavators and other heavy equipment will be used during grading and construction
of the site.
Phases 2 and 3 of the proposed residential subdivision will consist of 147 single family residential lots, associated
roads and a stormwater pond. Stream and wetland impacts are not proposed or anticipated during Phases 2 and
3.
After Phases 1, 2 and 3 of the subdivision are built out (timeframe unknown - dictated by market conditions),
Phase 4 of the proposed residential subdivision will consist of 40 residential lots, associated roads and two
stormwater ponds. Two proposed stream crossings are necessary in order to construct Phase 4. For planning
purposes, the roads have been designed to cross the streams in areas with few meanders and at an angle as
near perpendicular as possible. At this time, the developer does not know if or when Phase 4 will be constructed.
Therefore, this permit application is for the proposed impacts associated with Phase I only. The Applicant
understands that additional impacts associated with Phase 4 of the proposed subdivision will be cumulative and is
planning accordingly.

This is Phase I of McKnight Mill Estates, a residential subdivision. Based on the master plan, there may be
additional impacts to streams and potentially wetlands during Phase 4 of the subdivision, if Phase 4 of the
subdivision moves forward with development activities. However, there are 200 plus lots that will be developed
before additional impacts will be necessary and future development of additional phases will be based upon
market conditions. The applicant is aware that impacts are cumulative for permitting and mitigation thresholds for
potential future impacts to WoUS. However, the applicant is not ready to proceed with later phases of the
subdivision or permit the potential impacts at this time. Although they are a part of the master plan that is being
presented to the City of Greensboro, they may or may not occur and establishing a timeline will be dictated by
market conditions to be permitted in accordance with applicable USACE/DWR regulations at that time. The
applicant is aware that the current and future development must occur in a manner in order to avoid and minimize
stream and wetland impacts on the site.
Are any other NWP(s), regional general permit(s), or individual permits(s) used, or intended to be used, to authorize any part of the
proposed project or related activity? This includes other separate and distant crossing for linear projects that require Department of the
Army authorization but don't require pre -construction notification.
Additional permits will be required for Phase 4 of the proposed
development, if Phase 4 of the subdivision moves forward with development
activities. The applicant is aware that impacts and mitigation requirements
are cumulative. The stream crossings have been designed in areas with few
stream meanders and as close as possible to perpendicular.

In order to provide sewer services to Phases 1, 2 and 3, it is necessary to connect to an existing sewer line that is
located on the site. It is necessary to cross a perennial stream in order to make the connection. A coffer dam and
associated pump around will be used to deweter the sewer line installation area. The coffer dam will impact 8 linear
feet of stream channel. Installation of the sewer line will impact 20 linear feet of stream channel. After the pipe is
installed, the excavation will be back-filled with rip rap that will be placed below the existing stream bed elevation.
Additional rip rap protection will be keyed into the stream banks. The coffer dam will be removed and flow will
return to the stream reach.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
The crossing location was selected because it is in an epsting farm road crossing. The area has already been
impacted by a culvert and unimproved road. The design has avoided impacts to other undisturbed jurisdictional
areas within the drainage swale.
Areas located down -gradient of the proposed crossing contain a perennial stream. The crossing has been
designed to avoid impacts to the perennial stream. An end wall has been designed at the down -gradient end of
the proposed culvert to avoid impacts to the perennial stream.
A sewer line must be installed that will cross a perennial stream. The sewer line is being installed in a relatively
straight reach of stream. Additionally, the crossing was designed within the footprint of a proposed road crossing
that may occur during development of phase 4 of the proposed project in an effort to avoid additional impacts.
Phases I, 2 and 3 have been designed to avoid the remainder of the wetlands and streams on the site. In order to
construct Phase 4 of the proposed development, it will be necessary to construct two stream crossings. While this
is not being permitted at this time and final designs have not been completed detailing the impacts, the crossings
have been designed to be located in relatively straight stream reaches, as perpendicular to the streams as
possible and in a way to avoid impacts to additional streams or wetlands.

The clearing limits will be staked and silt fence will be used. Stormwater ponds will prevent sediment from being
discharged into down -gradient streams or wetlands.

Pilot consulted the USFWS List of Protected Species for Guilford County. The USFWS identifies the following
protected species in Guilford County: bald eagle and small whorled pogonia. Based on our site observations, large
water bodies capable of supporting the bald eagle are not present on the site. Therefore the proposed project is
not likely to disturb the bald eagle. Based on our observations, suitable habitat is not present on the site for small
whorled pogonia. Therefore, we have made the determination that the proposed project will have no effect on this
species.

on the site. Based on our observations, it is unlikely that the remnants of the residence will be determined eligible
by the NCSHPO.
