We will proceed with the PCN application as planned. We evaluated the bridge option, and it is quite cost prohibitive. However, we are taking measures to reduce impact from the culvert, and creating a site plan to improve ecological function for the entire property. My two main questions: Can we proceed with the culvert design and PCN without a licensed survey of the stream/wetland features? If so, did you collect GPS points at the flag locations? In not, can just I transcribe your field note delineations onto my CAD plan and work from that, or should we try and GPS locate these instead? I am not sure of the accuracy with the heavy tree cover. Given the nature of the project, we are hoping to eliminate extensive surveying fees, but I understand if it is a requirement for the construction plans. We are certainly not trying to cut corners. I visited 5218 Williard Rd. in Oak Ridge, Guilford Co. last Thursday and flagged jurisdictional features as we discussed. I have attached my field notes showing the approximate stream location and flag numbers as flagged on- site. I started the stream at (or slightly above?) the approximated northern property line (Flag S-1) and ended at what I assume was the southern property line (Flag S-19). The stream appears to have a good amount of baseflow (i.e. from groundwater) and is likely perennial. I also flagged a small narrow wetland (W1 - W5) on the east side of the stream just below the northern property line; although this wetland is outside of the project area you identified, I just wanted to make you aware of it. You could avoid needing a Corps permit by bridging (i.e. spanning) stream. Otherwise, placing a culvert for a driveway crossing will require a permit from the Corps. In order to apply for a permit you will need to fill out a Pre Construction Notice (PCN). The PCN can filled out on-line at the link below, or you can print it from the website and fill out a paper copy: https://deg.nc.gov/about/divisions/water-resources/water-resources-permits/wastewater-branch/401- wetlands-buffer-permits/401-application-forms-help-documents . In addition to the PCN, I will need a plan view of the overall driveway and house/grading locations, as well as zoomed -in plan and profile views of all proposed impacts. Typically, residential impacts would be authorized by Nationwide Permit 29 (linked here for reference: http://saw-reg.usace.army.mil/NWP2017/2017NWP29.pdf ). Although we are planning to install 60 LF of 48" culvert pipe, we will probably request permitting up to 100 LF of stream to make sure we can tie-in and stabilize the adjacent banks appropriately. To access the site, it is best to park at the southwest property corner on Williard Rd. There is orange flagging and a large upturned tree and rootball. The proposed road alignment will head southeast from this location. We set set stakes at the three cross-section locations at the creek crossing that we surveyed, and there is some green flagging around the proposed crossing area. Please delineate as much of the riparian area as you deem appropriate, or let me know if you have any further questions.
