Dear Mr. Godair:
In accordance with 15A NCAC 21-1.0107(b), we must hereby return the attached permit application received on
February 7, 2018. After a preliminary review in accordance with N.C.G.S. 143-215.1 and 15A NCAC 21-1.0105, the
Division of Water Resources (DWR) has determined that the application cannot be processed as a general permit
NCG55000 for the following reasons:
1. General Permit, NCG551111, Operation and Maintenance Condition, paragraph 2, which states,
the wastewater discharge flow from this facility may not in ani case exceed 1.000 gallons per
dov•
After a review of the water usage records submitted by e-mail on May 8, 2018, there
is substantial evidence that the facility has exceeded 1,000 gallons per day multiple
times.
2. 15A NCAC 02T.0114 (c) Wastewater Design Flow Rates for Churches with kitchen at 5 gallons
per seat.
a. After a review of the seating capacity for the sanctuary it appears that the seating
capacity (as advertised on the churches website) is 350 seats. 350 seats, at 5 gallons
per seat, equals 1,750 gallons per day.
b. The response to the DWR additional information request, submitted by e-mail on
May 8, 2018, states the seating capacity is 300 seats. 300 seats, at 5 gallons per seat,
equals 1,500 gallons per day
c. The additional water usage from the administration building, baptistery, gym and
other aspects of the day to day operations are not included in the above gallons per
day.

You may choose to reapply and request Individual NPDES permit coverage. As a part of an NPDES individual
permit request a complete alternatives analysis will be required. If after the receipt of a complete application,
and the respective review allows permit issuance, an individual permit of this type will minimally
include/require an appropriate Operator Responsible Charge (ORC) and Backup-ORC designation, effluent
monitoring, permit limits, and monthly electronic reporting of sample results analyses from a certified lab.

This project has been deactivated and withdrawn from our review process. Should you decide you still want a
discharge permit, you will need to reapply for an individual permit. A copy of this letter is being sent to your
